This announcement constitutes the only solicitation and a separate written solicitation is attached in Package 1. This solicitation number is 15M20019RA32NPS01 and is issued as a Request for Proposal (RFP). USMS is seeking to make a single Indefinite Delivery, Indefinite Quantity (IDIQ) to provide Maintenance and Installation Services as a result of this RFP.

The United States Marshals Service (USMS) has statutory responsibility to provide physical security to the United States District Courts, the United States Courts of Appeal, the Court of International Trade and ensure the personal protection of Federal jurists, court officers, witnesses, and visitors to court facilities (5 U.S.C. §566). The USMS has jurisdiction over the twelve (12) Federal Judicial Circuits, 94 Federal Judicial Districts and approximately 900 court and USMS facilities located in the United States. Each state or territory is comprised of at least one Federal Judicial District.
The USMS is responsible for providing a nationwide contract for the security and protection of federal court facilities. The National Physical Security Program (NPSP) Maintenance and Installation Program provides inspection, maintenance, and repair services, as well as installation services to USMS physical security equipment and systems located throughout the United States and its territories.
The NPSP as a whole provides program/project management, installation, and maintenance of electronic and physical security systems for over 900 judicial and USMS facilities.
Security equipment servicing Judiciary and USMS areas is commonly integrated into one console located within the USMS occupied space. The USMS security equipment may interface with equipment provided by others, such as the General Services Administration (GSA) and the Federal Protective Service (FPS) (i.e., Video Management Systems (VMS), Active Vehicle Barriers (AVB), Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), etc.).

USMS is also seeking to make multiple award Blanket Purchase Agreements (BPAs) for Installation services alone against a Request for Quotations to be posted to GSA eBuy at a later date.
