About this opportunity

The Administrative Office of the U.S. Courts is soliciting proposals for a National On-Site Drug Testing Laboratory contract to provide comprehensive laboratory services for United States Probation and Pretrial Services Offices. The solicitation seeks a contractor to deliver equipment, installation, reagents, supplies, data management, training, and consumables for instrumented screening urine testing facilities across multiple jurisdictions. The contract will require supporting on-site laboratories located within the contiguous United States, Alaska, Hawaii, Puerto Rico, Guam, and the Virgin Islands. Proposals will be evaluated on a lowest-priced technically acceptable basis, with assessment focused on three primary technical subfactors: equipment performance, reagent quality, and key personnel qualifications. Interested vendors must submit their electronic proposals by 3:00 PM Eastern on May 8, 2025, following the detailed instructions in solicitation USCA25R0183.

The contract is an unrestricted, single-award indefinite delivery/indefinite quantity (IDIQ) agreement with a base seven-year ordering period from September 1, 2025, to August 31, 2032, and an optional three-year extension through August 31, 2035. The current incumbent is Siemens Healthcare Diagnostics, Inc., and the total estimated contract value is $24,000,000, with a minimum guaranteed amount of $750. The solicitation covers 16 laboratory locations with varying monthly test volumes ranging from 944 to 66,982 tests, and requires testing capabilities for 14 different drug parameters with specific cutoff levels. Laboratory equipment must be capable of processing between 100 to 800 tests per hour, depending on the site's monthly volume. The primary place of performance will be various U.S. Courthouse and Federal Building locations, with the contract aimed at supporting drug testing needs for probation and pretrial services nationwide.
