About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking a multiple award Indefinite Delivery-Indefinite Quantity (IDIQ) contract for administrative, clerical, and non-scientific support services for the NOAA Fisheries West Coast Region. The contract will provide skilled administrative professionals to support National Marine Fisheries Service (NMFS) offices across Alaska, Hawaii, Washington, Oregon, California, Idaho, and Pacific Islands, with primary locations in Portland, Seattle, Long Beach, San Diego, Juneau, and Honolulu. Contractor responsibilities will include management analysis, budget analysis, accounting, contracting, procurement, data processing, technical document writing/editing, and mail services. The government requires contractors to demonstrate knowledge of management and administration principles, with the ability to integrate administrative functions into organizational operations. While specific evaluation criteria are not detailed in the pre-solicitation notice, contractors will need to show expertise across various administrative labor categories including Administrative Assistants, Business Analysts, Data Specialists, and Project Managers.

The pre-solicitation notice indicates this opportunity is set aside specifically for Woman-Owned Small Businesses. The contract will have a five-year performance period, with task orders issued periodically for administrative support services across NMFS facilities. While precise award values are not specified, the IDIQ structure suggests multiple contractors may be selected to provide services on an as-needed basis. The geographic scope covers NMFS offices in multiple states, with potential support required at any NOAA facility in the identified regions. Labor categories will range from entry-level Administrative Assistants to specialized roles like Technical Writers/Editors and Media Specialists, each with specific minimum education and experience requirements. The government reserves the right to cancel the requirement if funding is not available or approved, and task order specifics will be determined at the individual order level.
