About this opportunity

The General Services Administration (GSA) has issued a Special Notice announcing its intent to award a sole source contract to the International Justice and Public Safety Information Sharing Network for the National Law Enforcement Telecommunications System (NLETS). This notice, posted on July 17, 2025, with a due date of August 1, 2025, pertains to a firm-fixed-price commercial contract that will be processed under Federal Acquisition Regulation (FAR) 13.106-1(b). The contract is designated as a sole source procurement with no set-aside designation. GSA has determined that NLETS is the only vendor capable of providing the required services. The procurement follows standard federal contracting procedures for single-source acquisitions where only one responsible source exists.

The primary objective of this contract is to establish a secure connection between the National Law Enforcement Telecommunications System (NLETS) and the Federal Motor Vehicle Registration System (FMVRS) housed within GSAFleet.gov. This connection will enable law enforcement officials to perform real-time status checks on U.S. Government vehicles using vehicle identification numbers (VIN) or license plate numbers. The proposed contract structure includes a 12-month base period with four additional 12-month option periods. NLETS qualifies as the sole source provider because it operates as a private, not-for-profit corporation owned by 50 states and 5 U.S. territories, serving as the exclusive provider of vehicle registration database access for criminal justice offices nationwide. The contract will serve federal agencies with justice components, all U.S. territories, and selected international agencies, with GSA Fleet committing to annual reviews to assess whether alternative sources might become available.
