About this file

This document is a Sole Source Justification for a contract with the National Law Enforcement Telecommunications System (NLETS) by the General Services Administration (GSA). The contract will provide a secure connection between the National Law Enforcement Telecommunications System (NLETS) and the Federal Motor Vehicle Registration System (FMVRS) housed in GSAFleet.gov, enabling law enforcement officials to check U.S. Government vehicle status in real-time using vehicle identification numbers (VIN) or license plate numbers.

The proposed contract will have a one 12-month base period with four 12-month option periods. NLETS is identified as the only vendor capable of providing this specific service, as they are the sole provider of vehicle registration database access for criminal justice offices nationwide. The justification emphasizes NLETS' unique qualifications, including being a private, not-for-profit corporation owned by 50 states and 5 U.S. territories, with a user population comprising all U.S. territories, federal agencies with justice components, and selected international agencies. The contract will follow FAR 13.106-1(b) for a single-source procurement, with GSA Fleet committing to annually review whether alternative sources might become available.
