The duties of FEMA, specifically the Mitigation Directorate, includes identifying communities with "special flood hazard areas," issuing maps for those areas, and helping communities meet flood plain management requirements. The regulations governing the NFIP are set forth in Title 44 of the Code of Federal Regulations, Chapter 1, Subchapter B - Insurance and Hazard Mitigation.

It is anticipated that there will be an award of one (1) Firm-Fixed Price contract for one (1) base year with four one (1) year optional period of performances. The Acquisition Management Division (AMD) intends to conduct this Acquisition on a full and open competition after the exclusion of sources basis (Total Small Business Set-Aside) under FAR Subpart 6.2-Full and Open Competition After Exclusion of Sources.
