About this opportunity
The Centers for Medicare and Medicaid Services (CMS) has issued a Special Notice regarding a sole source extension of the National Education Campaign Outreach Contract (NEC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The current contract holders include Daniel J Edelman, Inc., Ketchum, Inc., Porter Novelli Public Services, Inc., and IPG DXTRA, Inc. CMS intends to extend the contract's performance period past August 31, 2025, for up to six months with an additional six-month option period while the contract is being recompeted. The extension is designed to maintain critical services without disruption, focusing on national integrated communications campaigns. The contract primarily supports CMS in developing, implementing, and evaluating comprehensive communication and outreach initiatives at national, regional, state, and local levels.
Contractors interested in this opportunity must submit a 10-page capability statement via email to Deanna Kuehn by 12:00 PM EST on June 16, 2025. The procurement falls under NAICS code 541810 (Advertising Agencies) with a Product Service Code of R426 (Support-Professional: Communications). CMS will evaluate submitted responses to determine whether a competitive procurement process should be initiated, with the final decision remaining at the government's discretion. The sole source extension will allow CMS to continue placing orders under the existing IDIQ contract while preparing for a new solicitation (75FCMC25R0001), which is expected to be awarded in fiscal year 2025. This approach ensures continuity of critical communication and outreach services without interruption, supporting CMS's broader mission of engaging with stakeholders across various levels of government and healthcare sectors.
Notice text
This is a notice of intent to issue a sole source extension of the NEC IDIQ. The NEQ IDIQ provides CMS with a mechanism to support the agency in conducting a full range of activities associated with developing, implementing, and evaluating national integrated communications campaigns. The NEC IDIQ primarily focuses on conducting a full range of activities associated with executing CMS outreach, education, and communication campaign efforts and initiatives, coordinated with both internal and external stakeholders at a national, regional, state, and local level. The proposed sole source extension will provide CMS the ability for the NEC IDIQ to continue to serve as CMS' primary mechanism for supporting national integrated communications campaigns.
