About this opportunity

The United States Secret Service, a component of the Department of Homeland Security, has issued a Special Notice for a National Capital Region Master Space Study. The notice seeks architectural and engineering services to conduct a comprehensive facilities master plan assessment across five buildings in the National Capital Region. These buildings encompass approximately 700,000 square feet of office space and currently house 2,500 personnel. The study aims to evaluate the agency's existing space utilization, organizational structure, and mission requirements. The procurement will be conducted through a Sources Sought/Request for Information (RFI) process using NAICS code 541310 with a small business size standard of $12.5 million.

The primary objective of this master space study is to develop two distinct design approaches for optimizing the Secret Service's office space and operational efficiency. Contractors must submit their capability statements and examples of completed in-scope projects by 10:00 AM Eastern Time on May 15, 2025, via email to specific contract points of contact. Eligible contractors must be architecture and engineering firms, with all personnel required to be U.S. citizens subject to strict security protocols. The project will involve evaluating existing floor plans, gathering agency data on future staffing needs, and creating design concepts that maximize space usage while incorporating mission-specific requirements such as secure rooms, server rooms, and conference areas. The RFI emphasizes that this is a procurement planning exercise and does not guarantee a future contract, and respondents will not be reimbursed for submission costs.

Notice text

The United States Secret Service requires a facilities master plan to assess the agency's utilization of office space across several leased and federally owned buildings in the National Capital Region (NCR). The intent of this effort is to evaluate existing agency space in 5 separate buildings in the NCR, encompassing approximately 700,000 square feet of office space and 2,500 current assigned personnel.  The plan will consider the organizational structure of the enterprise, unique mission requirements, projected staffing changes and realignments, the availability of additional space, and the feasibility of modifying existing spaces in order to achieve the desired objective.
