About this file
This document is a Statement of Architect and Engineering (A&E) Services for a United States Secret Service (USSS) National Capital Region (NCR) Facility Master Plan. The project aims to assess and optimize office space utilization across 5 separate buildings encompassing approximately 700,000 square feet and 2,500 current personnel, with the objective of developing a comprehensive facilities master plan that ensures operational efficiency and long-term scalability.
The master plan will require two distinct design approaches: Plan One involves a minimal renovation restack of personnel using existing furniture as a low-cost, quickly executable option, while Plan Two is a more comprehensive restack plan featuring renovation opportunities, furniture design, and potential space acquisition. Key requirements include evaluating existing floor plans, gathering agency data on future staffing and operational needs, and creating design concepts that maximize space usage while incorporating mission-specific requirements such as storage, server rooms, cyber labs, video walls, secure rooms, and conference areas. All A&E personnel must be U.S. citizens and will be subject to strict security protocols, including facility access requests, information confidentiality, and operations security measures.

STATEMENT OF ARCHITECT AND ENGINEERING SERVICES
NCR FACILITY MASTER PLAN
Overview
The United States Secret Service (Secret Service) has an integrated mission involving the protection of national leaders, visiting foreign dignitaries, key facilities, and events; along with the investigation of certain financial crimes. Headquartered in Washington D.C, the Secret Service has approximately 30 leased and government-owned locations, and 3,500 personnel located throughout the National Capital Region (NCR). The NCR-based workforce consists of a mix of administrative, technical, professional, and law enforcement personnel assigned to various office spaces. To accommodate the evolving workforce and mission, the Secret Service seeks to develop a master facilities plan, with the goal of adapting key office spaces to better meet the current and future needs of the agency.
Objectives
The Secret Service requires a facilities master plan to assess the agency’s utilization of office space across several leased and federally owned buildings within the NCR. The objective of the plan is to ensure operational efficiency and long-term scalability, applying the recently revised Department of Homeland Security (DHS) Workplace Standards and modern office design to the current staffing footprint, while providing flexibility for projected human capital needs.
The intent of this effort is to evaluate existing agency space in 5 separate buildings in the NCR, encompassing approximately 700,000 square feet of office space and 2,500 current assigned personnel. The plan will consider the organizational structure of the enterprise, unique mission requirements, projected staffing changes and realignments, the availability of additional space, and the feasibility of modifying existing spaces in order to achieve the desired objective.

Baseline
Evaluate existing floor plans, layouts and occupancies of 5 agency offices. Gather applicable agency data relating to future staffing plans, operational objectives and needs of various Divisions.
