About this opportunity
The Department of Transportation Federal Highway Administration is soliciting bids for the installation of an architectural steel post and mesh barrier system on the Natchez Trace Double Arch Bridge in Williamson County, Tennessee, under solicitation number 693C73-25-B-000013. The work involves removing existing temporary fencing, repairing and painting concrete parapets, reinstalling emergency call boxes, and installing a new suicide deterrent barrier system on the bridge's rear parapet face. This project is designed to address public safety concerns while maintaining the bridge's structural integrity and scenic value, as the current 32-inch barrier has proven insufficient to prevent fatalities. Bidders must complete annual representations and certifications online through SAM.gov, including the VETS-4212 form, and comply with federal acquisition regulations and Davis-Bacon wage requirements. The bid opening was conducted on October 14, 2025, at 2:00 p.m. in Ashburn, Virginia, with all solicitation documents available exclusively through SAM.gov rather than being mailed to potential contractors.
This procurement is designated as a Total Small Business set-aside, restricting participation to certified Small Business Concerns only. Five companies submitted bids, with MC3 Solutions, LLC submitting the lowest bid at $4,965,719.13, followed by Central Southern Construction Corp. at $5,619,820.00, Cekra Inc at $6,489,189.00, Kovilic Construction Co Inc at $6,952,000.00, and Southern Road & Bridge LLC at $7,263,415.00. The project value was originally estimated between $5,000,000 and $8,000,000, with the government's engineer's estimate set at $6,835,000.00. The performance period for the contract is 425 calendar days from award, and all work will be performed on the 1,572-foot-long post-tensioned concrete segmental arch bridge constructed in 1995. The project location is specifically on the Natchez Trace Parkway Double Arch Bridge in Williamson County, Tennessee, which has been designated as a public health hazard by the Tennessee State Legislature due to safety concerns.
