About this opportunity

NASA Johnson Space Center is soliciting a Multiple Award Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract to provide comprehensive construction-related services at JSC in Houston, Texas and the White Sands Test Facility in Las Cruces, New Mexico. The scope of work encompasses general construction, alterations and renovations, maintenance and repair, demolition, design-build services, and new construction of buildings and infrastructure. Contract awards will be made to responsible offerors on a best value basis using a Performance Price Trade Off (PPTO) evaluation methodology, with technical acceptability determined on a pass/fail basis and evaluation factors including price and past performance—with past performance weighted significantly more heavily than price. Technical acceptability requires contractors to maintain active SAM registration, demonstrate bonding capacity with a minimum single project capacity of $40 million and aggregate capacity of $300 million, submit realistic project schedules, and propose pricing within 10 percent of the Independent Government Cost Estimate. The official RFP is anticipated for release on February 6, 2026, with proposals due March 2, 2026, and all solicitation information will be posted on SAM.gov.

This is an unrestricted full and open competition with no small business set-aside, and no incumbent contractor is identified in the pre-solicitation notice. The contract is funded under the Big Beautiful Bill Act (H.R. 1, Public Law 119-21), which allocated $300 million to JSC specifically for center infrastructure improvements. The total ordering value ranges from a minimum of $5,000 to a maximum of $300,000,000 across the entire contract life, inclusive of all task orders and option periods. The base contract period is three years from the date of award, with an option to extend services for an additional six months. Multiple IDIQ awards will be made at the government's discretion to establish a pool of qualified contractors, and the contract is classified under NAICS Code 236210 (Industrial Building Construction) with a small business size standard of $45 million in average annual receipts.
