About this opportunity

NASA's Information Technology Procurement Office (ITPO) is seeking capability statements from potential contractors to provide Digital Engineering Windchill Migration Services, which involves migrating existing Product Lifecycle Management (PLM) systems from on-premises data centers to a cloud-based Multi-Center Windchill Cloud platform hosted in AWS GovCloud. The capability statement submission deadline is March 19, 2026, with responses limited to a maximum of 15 pages and must include relevant past performance, estimated pricing, current security clearances, and feedback on any ambiguities in the draft Statement of Work.

No incumbent contractor or award value range is specified in the notice. The contract will be structured as Firm-Fixed-Price (FFP) with milestone-based invoicing, and all subcontractors and key personnel must obtain NASA security badges and achieve Level of Confidence (LOC) 50 clearance. The base contract includes a 90-day no-cost warranty period following migration completion, with proposals not to exceed 30 pages when the formal solicitation is released. Cost-effective options may be exercised before base contract completion if determined beneficial to NASA.
