About this file

This is a Statement of Objectives (SOO) for NASA's Digital Engineering Windchill Migration Services, a federally-funded contract acquisition for migrating multiple Windchill v13 Product Lifecycle Management (PLM) system instances from on-premises data centers to a cloud-based Multi-Center Windchill Cloud (MCWC) platform hosted in AWS GovCloud.

The acquisition seeks a highly qualified service provider to migrate existing Windchill PLM systems from Kennedy Space Center (KSC), Glenn Research Center (GRC), and Langley Research Center (LaRC) into the centralized MCWC environment. The base contract will provide migration services for one NASA Center with options for additional center migrations, with cost-effective options that may be exercised before base contract completion. The engagement requires comprehensive services including data gathering and inventory development, migration planning with pre-migration assessments and rollback procedures, execution of migrations with minimal disruption to operational NASA programs, and post-migration support with a 90-day no-cost warranty period. Performance metrics mandate ≥99.9% data fidelity, zero unplanned downtime exceeding four hours, 100% organizational mapping accuracy, ≥90% schedule adherence within ±5 business days, ≥90% stakeholder satisfaction, and 100% security compliance verification. The contractor must demonstrate superior enterprise-level Windchill expertise, cloud migration experience within AWS GovCloud, and proven ability to execute complex data merges with minimal user disruption. The contract type is Firm-Fixed-Price (FFP) with milestone-based invoicing. Proposals must not exceed 30 pages and should include detailed technical approaches, staffing plans with key personnel qualifications, past performance examples, and pricing broken down by deliverable and source center. All subcontractors and key personnel must obtain NASA security badges and achieve Level of Confidence (LOC) 50 clearance.
