About this opportunity
NASA is soliciting proposals through its Discovery Program for Principal Investigator-led space science investigations addressing planetary science objectives outlined in the agency's strategic and science plans. Proposals must be submitted by July 1, 2019 and will be evaluated based on scientific merit, with up to two investigations selected to continue after an initial concept study phase concluding in reports due by November 2020. A pre-proposal teleconference will be held on April 26, 2019 and questions may be directed to the point of contact by the July 1 deadline.
There is no set-aside designated for this opportunity. The primary NAICS code is 541715 for research and development in the physical, engineering, and life sciences and the primary PSC code is F196 for planetary, lunar, and solar research. Launch is targeted to be ready between July 2025-December 2026 or July 2028-December 2029. Selections will be made in January 2020 with one investigation chosen to continue to the development phase for flight by April 2021. Place of performance will be at NASA facilities conducting the relevant research.
Notice text
NASA's Science Mission Directorate (SMD) is releasing the 2019 Announcement of Opportunity (AO) for Discovery Program mission investigations. The Discovery Program conducts Principal Investigator (PI)-led space science investigations in SMD's planetary programs under a not-to-exceed cost cap for the PI-Managed Mission Cost (PMMC). At the conclusion of Phase A concept studies, it is planned that no more than two Discovery investigations of sufficient merit will be down-selected to continue into subsequent mission phases. Discovery Program investigations must address NASA's planetary science objectives as described in 2018 NASA Strategic Plan and the 2014 NASA Science Plan. Both documents are available at http://science.nasa.gov/about-us/science-strategy/.
Since this is an FBO notice, it is not a complete or verbatim summary of the Discovery 2019 AO and any appendices or any, if necessary, future amendments or clarifications. NASA is releasing the Discovery 2019 AO on April 1, 2019. The full text can be found on NSPIRES at https://nspires.nasaprs.com by searching Open Solicitations for "Discovery" or "NNH19ZDA010O".
