About this opportunity

The General Services Administration, Public Buildings Service, hosted an Industry Day on July 15, 2026, for firms interested in the upcoming NASA Ames Engineering and Mission Operations (EMO) Facility N278 design-build procurement; registration closed July 13, 2026.

GSA is procuring design-build services for demolition of the existing Motor Pool Facility (Building N251) and Machine Shop (Building N216), associated fuel infrastructure, and construction of a new approximately 30,292 gross square feet multi-functional facility at NASA Ames Research Center in Moffett Field, California. The new EMO Facility N278 will consolidate operational functions and include office space, technical laboratories, meeting and collaboration areas, and mission support functions for approximately 67 personnel, supporting NASA's campus modernization objectives and sustainable building practices.

The procurement employs a two-phase design-build selection process under the GSA Design Excellence program. Phase One, with qualifications proposals due September 2026, evaluates technical qualifications (60%), integrated design-build delivery approach (20%), and lead designer credentials (20%), with up to three offerors shortlisted. Phase Two solicitation is anticipated January 2027, with proposals due April 2027. Contract award is expected Q3 2027. The estimated project value is between $45 million and $55 million on a firm-fixed-price basis, with an estimated performance period of approximately 24 months. Phase Two evaluation emphasizes design concept and technical approach (60%), key personnel (25%), and schedule and management approach (15%), with award on best-value tradeoff where non-price factors are significantly more important than price.
