About this opportunity
NASA Kennedy Space Center is seeking to procure liquid nitrogen and liquid oxygen supplies to support operations at agency centers and facilities across the United States. This solicitation represents an opt-in opportunity to the existing NANO 4 (NASA Agency-wide Acquisition of Nitrogen and Oxygen 4) contract vehicle, which was originally issued on March 4, 2024, and remains open through June 30, 2029. The procurement utilizes an Indefinite Delivery Indefinite Quantity (IDIQ) task order contract structure with multiple subcontractors supplying propellant materials. Key contract requirements include demonstrating technical acceptability for specific NASA locations, with offerors required to complete a Capability Form documenting their production facilities, maximum fixed storage capacity, daily and monthly production capabilities, and distribution resources including tanker trailers and driver availability. The Government will evaluate proposals based on technical acceptability for each specific NASA location, with acceptance decisions leading to new contracts for qualified new entrants or contract modifications for existing NANO 4 contractors. The proposal deadline for this opt-in opportunity is January 30, 2026.
This solicitation includes no set-aside designations and builds upon the existing NANO 4 awards made to six incumbent contractors: Air Products and Chemicals, Inc., Airgas USA LLC (South), Airgas USA LLC (Central), Linde, Inc., Matheson Tri-gas, Inc., and Messer LLC. The solicitation permits both new entrants (companies without prior NASA liquid nitrogen or liquid oxygen contracts) and existing NANO 4 contractors to submit proposals for additional locations on an annual basis as established through synopsis announcements. Specific award values and budget ranges are not disclosed in the solicitation notice. The contract ordering period extends through June 30, 2029, with the place of performance located in Florida 32899, USA. The procurement falls under NAICS Category 325120 (Industrial Gas Manufacturing) and PSC Category 9135 (Liquid Propellant Fuels and Oxidizers, Chemical Base).

The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center is pleased to release the NASA Agency-wide Acquisition of Nitrogen and Oxygen (NANO) 4 opt-in opportunity as described in the original NANO 4 Request for Proposal (RFP), Sections 2.9, IDIQ CLIN Pool Opt-in, and 2.9.2, IDIQ CLIN Pool Opt-in After Award.
Original NANO 4 RFP link: https://sam.gov/workspace/contract/opp/4f44f4dc51a24f9ea6f9dc74c724e3cd/view (copy and paste the link into web browser)
