About this opportunity

The Naval Facilities Engineering Command (NAVFAC) has published a Special Notice for the Naples Micro-MACC (Multiple Award Construction Contract) action. This presolicitation notice, posted on March 5, 2026, pertains to a limited-source contract extension involving five existing MACC contracts (N33191-21-D-4020, 4021, 4023, 4024, and 4025) managed by NAVFAC Europe, Africa, Central (EURAFCENT) in Naples, Italy. The Government intends to execute this action under FAR 6.302-1 authority to extend the current MACC ordering period by one year and add $10 million in additional contract capacity. The contracting officer is Matthew Lewis, and the work location is Naples, Italy, with NAICS code 236220 and PSC code Z2JZ.

The primary objective of this Special Notice is to prevent unreasonable constraints on the Agency's ability to execute remaining projects outlined in the ROICC Management Execution Plans for fiscal years 2026 and 2027, which would otherwise result in significant delays or cancellations of critical renovation, repair, and construction projects that impact mission readiness and airfield safety. The scope of work encompasses general building construction including new construction, renovations, alterations, demolition, repairs, road and pavement maintenance, roofing, water and gas line installation, utility repairs, fire protection work, and emergency repairs for Department of Defense facilities. Interested contractors have until March 20, 2026, to submit inquiries, and the Government is actively pursuing a follow-on MACC using full and open competitive procedures with a 45-day window for interested parties to express interest. The Justification and Approval documentation will be available on SAM.gov under the Contracting section for public review.

Notice text

This contract action is for services for which the Government intends to execute a Justification and Approval under the authority of FAR 6.302-1 to the current MACC to extend the ordering period by one year and to add $10 Million in additional capacity. Without this limited source action there would be an unreasonable constraint in the Agency’s ability to execute the remaining projects on the ROICC Management Execution Plans for FY26 and FY27, which will lead to significantly delaying or canceling various required renovation, repair, electrical and other minor construction projects, which in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions originating from ROICC Contracting Department.

The work includes, but is not limited to the following: Construction projects to be performed will primarily consist of general building type projects (new construction, renovations, alterations, demolition, repair work, and any necessary design) including: road repair; pavement repair; building renovation; roofing; excavation; emergency repairs; providing new finishes on the interior of buildings; water lines and gas line construction and repair; all utility repairs including sanitary sewer and storm drainage; all fire protection repairs, dormitory, community support facilities and both vertical and horizontal construction for Department of Defense activities in Naples, Italy and areas managed by NAVFAC EURAFCENT.
