About this opportunity

The Department of Commerce's National Telecommunications and Information Administration (NTIA) is procuring a NAOS Automation Platform for Propagation Modelling to support spectrum sharing studies in the 3.1-3.45GHz and 7.125-8.40GHz frequency bands. This software platform must utilize the same propagation model used by the cellular industry and support multiple radio access network technologies including 5G NR and 4G LTE, while being deployable on-premises to meet NTIA's security standards. The procurement includes an 8 CPUs/vCPUs license configuration with Naos Microservices components and Aster NX for pathloss calculations, structured as a one-time package purchase with a four-year maintenance commitment covering an initial twelve-month base period plus three option periods. The government will evaluate quotations using the Lowest Priced Technically Acceptable source selection process, focusing on technical capability to meet Statement of Work requirements and submitted pricing. Questions are accepted until August 20, 2025 at 11:00 AM EST, with quotations due on August 22, 2025 at 2:00 PM EST.

This solicitation is designated as a Total Small Business set-aside opportunity, restricting competition to qualifying small businesses. Electronic quotations must be submitted to Blen Gabriel at bgabriel@doc.gov with technical content limited to 5 pages and pricing content limited to 3 pages using specific formatting requirements. The procurement follows GSA Multiple Award Schedule procedures for a Firm-Fixed-Price Delivery Order, with quotations remaining valid for 120 calendar days after submission. Performance will take place at NTIA's Spectrum Analysis and Engineering Division in Washington, DC 20230. The platform is specifically designed to support the National Spectrum Strategy's spectrum sharing objectives and will enable NTIA to leverage their existing spectrum measurements while evaluating, verifying, and validating propagation model impacts.

Notice text

The objective is to use the same propagation model used by the cellular industry and allows NTIA to leverage their spectrum measurements. Naos supports 5G NR, 4G LTE, and multi-technology radio access networks. This software uses the same field-proven logic, and algorithms adapted to service-based automation environments and is deployable on premises. Other product services require cloud-based solutions which are incompatible with NTIA security standards. NAOS is a cloud based supporting services.
