About this file

This Statement of Work (SOW) details the National Telecommunications and Information Administration's (NTIA) requirement for the NAOS Automation Platform for Propagation Modelling. The objective is to acquire a software platform supporting spectrum sharing studies in the 3.1-3.45GHz and 7.125-8.40GHz frequency bands, utilizing a propagation model compatible with cellular industry standards. The platform includes an 8 CPUs/vCPUs license configuration, Naos Microservices (Gateway, Project Explorer, Workflow Manager, NDAS, and Control UI), and Aster NX for pathloss calculation.

The procurement is for a one-time package purchase with a four-year maintenance commitment, covering the initial twelve-month base period with three option periods. Delivery will be to NTIA's Spectrum Analysis and Engineering Division in Washington, D.C. The NAOS platform is specifically chosen for its ability to evaluate, verify, and validate propagation model impacts, and its on-premises deployability, which aligns with NTIA's security standards. The platform supports multiple radio access network technologies, including 5G NR and 4G LTE, and is designed to meet the requirements of the National Spectrum Strategy's spectrum sharing objectives.

Statement of Work NAOS Automation Platform for Propagation Modelling

Background:

As part of a National Spectrum Strategy, NTIA will be studying the 3.1-3.45GHz and the 7.125-8.40GHz bands for spectrum sharing. The foundation of a spectrum study is the propagation model, which is how to calculate how electromagnetic waves travel over an area. A 3D propagation model is needed to calculate the real-world interaction of electromagnetic waves.

Objective:

The objective is to use the same propagation model used by the cellular industry and allows NTIA to leverage their spectrum measurements. Naos supports 5G NR, 4G LTE, and multi-technology radio access networks. This software uses the same field-proven logic, and algorithms adapted to service-based automation environments and is deployable on premises. Other product services require cloud-based solutions which are incompatible with NTIA security standards. NAOS is a cloud based supporting services.

NAOS is the only software product available with the unique features required to evaluate, verify, and validate propagation model’s impact and analysis data. These studies evaluate available propagation model thresholds and sensitivity levels to meet the requirements of the National Spectrum Strategy spectrum sharing.

Requirement:

The following subscription and support services shall be provided:
