About this opportunity

The Indian Health Service Nashville Area seeks to establish a blanket purchase agreement for manufacturing, delivery, installation, and warranty of naloxone vending machines for Tribal entities, with proposals due August 17. The procurement is 100% small business set-aside under NAICS 333310 and PSC 3550.

Place of performance is the United States. The government anticipates approximately 10 machines deployed across Tribal, IHS, and Urban sites. Machines must support both indoor and outdoor placement with temperature control and weather protection, operate on 110V electrical power, emit no more than 80 decibels, and comply with UL 751 (Vending Machines) and UL 541 (Refrigerated Vending Machines) certification standards. External power must comply with NFPA 70 using dedicated weather-protected GFCI supply.

Machines shall employ free vend methodology with ZIP code dispensing and include a real-time inventory reporting system that collects and exports anonymous demographic data (age, ZIP code, race, gender) and tracks inventory consumption and availability. The contractor procures the initial naloxone product for stocking, subject to COR/TPOC approval on product type and per-machine quantity. Contractor responsibilities include vinyl wrapping customized with tribal entity approval, training for up to ten supervisory personnel, and one-year minimum warranty with eight business-hour response times for calls and two business-day response times for repairs. Tribal entities assume restocking responsibility after initial delivery.

The contract structure is firm fixed-price BPA with a base year plus four option years, or until the BPA ceiling is reached and warranty obligations are complete, whichever occurs first. All machines must be fully stocked and operational upon delivery and installation within four months of order finalization. Contractors must maintain minimum insurance coverage of $500,000 per person and occurrence. Evaluation factors include price, past performance, technical capability, and proposal factors requiring submission of technical literature demonstrating specification compliance.
