About this file

This document is Amendment One to Solicitation 75H71526Q00029, issued by the Nashville Area Office on July 24, 2026, consisting of Questions and Answers clarifications for a naloxone vending machine procurement.

The Government seeks approximately 10 naloxone vending machines for deployment at IHS/Tribal/Urban sites, with machines required to have outdoor capability and be fully stocked and operational upon delivery and installation within four months of order finalization. Machines must support both indoor and outdoor placement with temperature control and weather protection. The machines shall employ free vend with ZIP code dispensing methodology, incorporating a reporting system with inventory tracking and authorized access controls that collect anonymous demographic data (age, zip code, race, gender) exportable by sites. Contractors shall procure the actual naloxone product for initial stocking; the specific product and per-machine quantity require Contracting Officer Representative (COR)/Technical Point of Contact (TPOC) approval. Electrical systems shall comply with UL 751 (Vending Machines) and UL 541 (Refrigerated Vending Machines) certification standards with NFPA 70 compliant external power using dedicated weather-protected GFCI supply, rather than NFPA 79. This is structured as a Blanket Purchase Agreement (BPA) with line items for one new fully stocked and operational machine delivered and installed; proposals should estimate approximately 10 machines with unit pricing, though exact delivery locations will be confirmed as individual Tribes place orders. Vendors should base freight, installation, and training quotations on estimated locations randomly selected from a list of 27 possible Tribal delivery locations.

Previous edition unusable

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

Question How many machines do you need for this project?

Answer Approximately 10 – will depend on which IHS/Tribal/Urban sites qualify and want one.

Question Where will the machines be placed (indoor or outdoor)?

Answer It will vary with each site so the machines should have capabilities for either. Price based on outdoor machine.

Question What type of software do you want users to interact with in order to dispense the product?

Answer The software should have the capability of collecting anonymous data, including options such as age, zip code, race, or gender. This data should be easy to export for IHS/Tribal/Urban sites.

Question When do you need the machines to be installed?

Answer Within 4 months of finalized order

Question For pricing purposes, should we prepare our proposal based on approximately 10 machines, or would you prefer it to be structured differently? Additionally, since this is a BPA contract, could you please confirm the estimated quantity you expect to purchase each year?

Answer Please prepare the proposal based on approximately 10 machines as an estimate. We expect 10 to be ordered in the first year, but are allowing additional years to cover warranty and the possibility that not all 10 would be ordered in the first year. As a BPA the line item is for one new fully stocked and operational machine delivered and installed.

Question Could you please provide the anticipated delivery locations, or advise whether vendors should base their quotations on estimated locations until the final sites are determined?

Answer Vendors should base their quotations on estimated locations until the final sites are determined.

Question Indoor vs. Outdoor Installation

Could you please confirm whether the vending machines are intended for:

• Indoor installation only,

• Outdoor installation only, or

• A combination of indoor and outdoor locations

If a combination is anticipated, could you please indicate the expected quantity of each?

Answer Estimates should be based on outdoor installation as this is the higher cost. 1 outdoor.

Question The Statement of Work requires a reporting system with inventory tracking and authorized access, but it does not specify the preferred dispensing method. Could you please clarify whether the Government has a preferred access or dispensing method, or whether vendors may propose an equivalent solution that meets the reporting and access-control requirements?

Answer Vendors may propose a solution that meets the reporting and access-control requirements.

Question • Free Vend

• Free Vend with Coupon

• Free Vend with ZIP Code (including reporting and access controls)

Would any of these methods be acceptable, or is there another preferred configuration?

Answer Free vend with ZIP code

Question One additional clarification on the technical specifications. Section 5.3 requires the electrical system to conform to NFPA 79. NFPA 79 is the Electrical Standard for Industrial Machinery, which governs manufacturing equipment rather than commercial vending appliances. Commercial harm reduction and refrigerated vending machines are engineered and certified to UL 751 (Vending Machines) and UL 541 (Refrigerated Vending Machines), with external power installed to NFPA 70, the National Electrical Code, using a dedicated weather protected GFCI supply.

Please confirm whether certification to UL 751 and UL 541 with NFPA 70 compliant power is acceptable in lieu of NFPA 79 for this commercial vending equipment, or whether the Government specifically requires NFPA 79 conformance.

Answer UL 751 and UL 541

Question Beyond naloxone, does the initial stocking include any additional harm-reduction items

(for example fentanyl test strip kits or safer-sex kits), or is naloxone the only product to be stocked at delivery?

Answer Naloxone is the only product to be stocked at delivery.

Question Does the Government have a required or preferred naloxone product and package size

(for example 4mg nasal spray, two-dose carton), or is the contractor to propose the product subject to COR/TPOC approval per 3.4.4?

Answer Contractor should propose the product subject to COR/TPOC approval per 3.4.4.

Question Quantity per machine. What initial fill quantity per machine does the Government consider fully stocked, or should the contractor propose a per-machine quantity for approval?

Answer Contractor should propose a per-machine quantity for approval.

Question Please confirm whether the contractor procures the actual naloxone product for initial stocking, or whether the product will be Government or Tribal-entity furnished for the contractor to load.

Answer The contractor will procure the actual naloxone product for initial stocking.

Question The SOW does not state whether the machines will be placed indoors or outdoors.

Outdoor placement requires a weather-rated, temperature-controlled unit to protect the naloxone. Please advise whether the Government wants indoor units, outdoor units, or a mix, and if a mix, the quantity of each.

Answer All units should have outdoor capability – approximately 10.

Question The SOW lists 27 possible Tribal delivery locations but states approximately 10 machines will be deployed. To provide firm freight, installation, and training pricing, we need the confirmed delivery addresses and the number of machines per site. Please advise whether these will be provided before the due date, or whether the Government prefers offerors submit unit pricing with persite delivery and installation finalized at each BPA call.

Answer You can estimate randomly from the list to make an approximation on delivery. The exact addresses are not known until a Tribe orders one and provides the location of delivery.

Question SOW 3.4.2 states the contractor provides all initial stocking items. Please confirm whether the contractor is to procure the actual naloxone product for initial stocking, or whether the naloxone product will be Government or Tribal-entity furnished for the contractor to load.

Answer The contractor is to procure the actual naloxone product for initial stocking.
