About this opportunity

Naval Air Systems Command (NAWCTSD) intends to solicit commercial off-the-shelf (COTS) spare parts and computer hardware upgrades for the Naval Aviation Distributed Training (NADMT) program, with an RFQ anticipated in May 2026 and award in June 2026; a small business set-aside is anticipated.

Materials support establishment of a System Integration Lab integrating Joint Simulation Environment (JSE) with CVW platforms. Delivery is required to San Diego, California in a single consolidated shipment by September 15, 2026. The spares list includes four Dell 7960R servers (dual Intel Xeon Platinum 8462Y+ processors, 192GB DDR5 memory, dual Nvidia RTX 4000 Ada GPUs, Windows 11 Pro for Workstations with ProSupport Flex Client support for 63 months), uninterruptible power supplies (two Tripp Lite SmartPro UPC units, two APC Smart-UPS X units, four APC Smart-UPS units, two Eaton 9PX2000RT units), display equipment (one 65-inch television, seven 49-inch televisions, three television carts), ten D722U headsets with USB-A and USB-C connectivity, and five USB HID programmable dual foot switches with 5-meter cables.

The requirement is designated NAICS 334111 (Electronic Computer Manufacturing, 1,250-employee small business threshold) and PSC 6910 (Training Aids). The Government anticipates competing under FAR Part 12 for commercial products and services. Small business prime contractors are subject to RFO clause 52.219-14 (Limitations on Subcontracting), permitting counting of work performed by "Similarly Situated Entities" toward the 50-percent requirement.
