Notice text
The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial Firm-Fixed-Price FAR 13 purchase order on a non-competitive basis with Volexity, Inc. of Reston, Virginia. This is a new procurement. The requirement is for the purchase of the following supplies:
Product: Surge Collect Enterprise Team (Unlimited) Multi-Platform
Description: Annual Subscription License, Maintenance, Support, & Upgrades for 1 year base + 2 option years
Quantity: 1
Product: Surge Delegate Enterprise Team (Small) Multi-Platform
Description: Annual Subscription License, Maintenance, Support, & Upgrades for 1 year base + 2 option years
Quantity: 1
The justification for a non-competitive award is as follows. The Surge Collect Pro product improves the speed of response, the recovery of valuable artifacts that may only be found in memory, and the flexibility required during modern investigations. Furthermore, Surge Collect Pro performs memory acquisition across Windows, Linux, and macOS; minimizes the impact to suspect systems and enhances memory analysis algorithms; integrates an easy-to-access interface into time-saving scripts or existing commercial tools; encrypts and authenticates sensitive data from RAM, user-specified files, and OS state information; collects data to local drives, network shares, or a cross-platform server component.
The Government conducted research in FY19 and has determined that while other products with similar capabilities exist, those products either only support 1 Operating System (OS) (predominantly Windows OS), or cause system crash shortly after the memory acquisition driver is loaded on the systems with the virtual secure mode enabled. Due to the incident response mission requirement for support on multiple OSs, and due to the requirement to leave minimal trace on the investigated systems, no alternative products satisfy the need. Surge Collect Pro was determined to be the only product that provided all of the required functionality, while offering speed of artifact recovery and intuitive interface.
A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may identify their interest and capabilities in response to this notice, and must clearly show the firm's ability to be responsive without compromising quality, accuracy, and reliability. The applicable NAICS Code is 511210 and the business size standard is $41.5 million.
All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration requires a registered DUNS and CAGE Code numbers.
Be advised that the aforementioned information is anticipatory in nature and is not binding. Any comments, questions or concerns regarding this notice must be submitted via e-mail to the point of contact james.r.davenport60.civ@us.navy.mil by 08/09/2021 at 1300 PST. Questions by phone or fax will not be considered. Awarded contract N66001-21-P-6521 to Volexity, Inc. for 81000 on 2021-08-16.
