About this opportunity
The Department of the Navy Naval Sea Systems Command is conducting a Sources Sought announcement to identify small business vendors capable of providing 20 SolidWorks new software licenses (part number SMXW) with annual subscription updates and technical support services. The Southwest Regional Maintenance Center (SWRMC) in San Diego, California is seeking vendors qualified under NAICS code 513210 (Software Publishers) to supply this computer-aided design software. Key requirements include the provision of electronic delivery with activation keys, installation guides, user manuals, license agreements, and access to standard SolidWorks technical support, with a required delivery date of May 1, 2026. While this is a Sources Sought announcement for market research purposes rather than a formal solicitation, interested vendors must submit a letter of interest by March 25, 2026, at 11:00 AM PST that includes their company name, SAM Unique Entity ID, business size classification, contact information, and a brief description of capabilities including any lead times. The government does not commit to providing responses to vendor inquiries and makes no commitment to award a contract based on this announcement.
This procurement is designated as a Total Small Business set-aside, restricting competition to eligible small business entities. The Statement of Work indicates the software licenses are distributed across six Contract Line Item Numbers (CLINs) serving different cost centers, with a base performance period of one year from contract award. The announcement does not disclose a specific budget or award value, as this is a preliminary market research phase to assess vendor capability and interest prior to a formal solicitation. Responses should be submitted via email to James Cordrey, Esther Cing, and Dayen Lagunas at the designated Navy email addresses, and all submissions are voluntary and of no cost to the government. The procurement is being conducted under FAR Parts 12 and 13, indicating simplified acquisition procedures will be followed for this unclassified requirement.
