About this opportunity

The Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic has issued a Special Notice soliciting public commentary on the potential use of a Project Labor Agreement (PLA) for a major construction project at Marine Corps Air Station Beaufort, South Carolina. This is a Request for Information and market survey, not a formal solicitation for proposals or bids. The project involves constructing a multi-story F-35B Joint Strike Fighter Aircraft Maintenance Hangar with associated facilities and a 400-space parking structure. The estimated construction cost ranges between $100 million and $250 million, with an anticipated performance period of approximately 925 calendar days. The Department of the Navy is gathering industry input before proceeding with a Design-Bid-Build project delivery method under NAICS Code 236220 for Commercial and Institutional Building Construction.

This Request for Information is driven by Executive Order 14063, which mandates Project Labor Agreements for federal construction projects exceeding $35 million. The Navy is seeking stakeholder feedback through a detailed questionnaire addressing labor market availability, wage rate considerations, specialized construction capabilities, and potential cost implications of implementing a PLA on this project. Responses must be submitted by November 12, 2025, at 2:00 P.M. EST to the designated NAVFAC representatives. There are no formal eligibility restrictions for participation in this information-gathering phase; interested parties including contractors, unions, and businesses are invited to complete and submit the questionnaire. While this notice does not represent a binding opportunity, the input collected will inform the government's decision-making process for the eventual Design-Bid-Build solicitation.
