About this opportunity
The Department of the Navy Naval Supply Systems Command has awarded a task order modification to Deloitte and Touche LLP under Multiple Award Contract N0018922DZ017 on a limited-source basis, adding a new Cost-Plus Fixed Fee line item for ERP+ support services to the OPNAV N4 logistics community.
The justification cites FAR 16.507-6(b)(2), relying on Deloitte's unique qualifications and institutional knowledge. The Navy is executing a critical technical upgrade of its ERP system from ECC to S/4 HANA, targeted for FY29 deployment to maintain clean audit opinions. Analysis of 3,500 Navy Operational Supply System requirements determined that ERP+ covers approximately 88 percent of those requirements. Deloitte holds specialized understanding of Department of the Navy business processes, institutional knowledge from performing the prior ERP+ Requirements Generation task order, existing cleared staff available for immediate deployment, and current execution of governance and requirements development for the FM community. The government determined that transitioning these tightly coupled logistics and IT portfolio tasks to another vendor would introduce significant integration risks, duplicate foundational efforts, and cause unacceptable schedule delays.
The modification provides a seven-month effort across four service areas: LOG IT Governance, IT Portfolio Management, Resource and Financial (POM) Analysis, and Requirements Analysis. The contracting officer determined the anticipated cost to be fair and reasonable. The requiring activity is the Assistant Secretary of the Navy, Financial Management & Comptroller, with contracting performed by NAVSUP Fleet Logistics Center Norfolk. A Memorandum of Understanding was signed in October 2025 between OASN (FM&C) and OPNAV N4 to deliver operational supply capability via ERP+. No follow-on activities are planned after task order completion.
