About this opportunity

The National Institute of Child Health and Human Development, acting on behalf of the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health, issued this sole source justification to extend critical scientific operations and technical support services for the National Clinical Cohort Collaborative (N3C) and Data COUNTS initiatives. Axle Informatics, LLC, with subcontractors diConsentes and Fleet Health, was awarded the contract under GSA Schedule GS-35F-023GA for a nine-month period from March 29, 2026 through December 31, 2026, with a total estimated value of $9,820,652.70. The sole source justification was necessary because Axle Informatics is the only vendor capable of providing the required services at the necessary quality level due to its unique expertise in complex data integration across multiple data models, established regulatory and compliance knowledge including Controlled-Access Data Repositories (CADR) requirements, proven execution on the existing N3C Dynamic Workspaces contract, and established relationships with data-contributing institutions. The nine core workstreams include program strategy and governance, modular application development, platform-agnostic data infrastructure, scientific and technical research support, N3C education and training, data COUNTS enhancement, ecosystem coordination, and comprehensive data lifecycle management. This extension was essential to prevent a lapse in mission-critical services following the N3C platform's shutdown and reopening on March 2, 2026, while providing the government adequate time to plan for competitive recompetition once operational stability is achieved.

Notice text

The Government intends to issue a modification to extend GSA Contract GS-35F-023GA, Task Order (TO) # 75N95025F00079 for nine additional months, to prevent a lapse in mission critical services to the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health. The purpose of this modification is to issue an Extension to the current contract from March 31, 2026 to December 30, 2026, to ensure continuity of services to NCATS and to the National Clinical Cohort Collaborative (N3C) contributors. The objective is to integrate N3C and Data COUNTS, while transitioning N3C to a Dynamic Workspaces architecture, ensuring operational continuity, enhancing data utility for the research community, and achieving full compliance with all Controlled-Access Data Repositories (CADR) requirements.

This extension is to prevent a break of mission critical services while providing the Government adequate time to continue acquisition planning for the recompetition of these services on a competitive basis. This action is conducted under the authority of the GSA Multiple-Award Schedule (GSA MAS) program. Consideration of schedule contractors will be restricted in accordance with:

FAR 8.405-6(a)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Awarded contract GS-35F-023GA to unknown vendor for unknown amount on 2026-03-31.
