About this opportunity
Naval Sea Systems Command is conducting a sole-source Request for Quotation with Cepeda Associates, Inc., the original equipment manufacturer, to remove, repair, and test CO2 Scrubbers and CO-H2 Burners on a Los Angeles Class Submarine, with a response deadline of October 22, 2026 at 12:00 PM EST. The Navy justifies the sole-source award under FAR 6.302-1 based on restrictive intellectual property rights—Cepeda owns all drawings, designs, and proprietary information for these systems and is the sole authorized vendor with requisite knowledge and capability. The work includes visual and operational pre-availability inspections performed in accordance with Technical Manuals NAVSEA S9515-A2-MMO-010 and Pre-Arrival Test Procedures 51560-601. Performance will occur at Naval Submarine Base New London, Groton, Connecticut from November 2, 2026 through March 6, 2027. The requirement was identified September 14, 2026; the Navy cites unusual and compelling urgency because the vessel will be pier-side for a limited window prior to scheduled overhaul, and completing the inspections is necessary to develop the scope of work for integration into the project schedule. This is a firm, fixed-price commercial item procurement under NAICS 336611 and PSC H299, with a 1300-employee size standard. The combined synopsis/solicitation will be posted on SAM.gov; no paper copies will be issued.
