About this opportunity

The Department of Veterans Affairs Veterans Health Administration, through its Veterans Integrated Service Network 4 Regional Procurement Office East, published a Notice of Intent to Award a sole source contract to Karl Storz Endoscopy-America, Inc. for video integration installation services at the Corporal Michael J. Crescenz VA Medical Center in Philadelphia. This special notice, posted on November 19, 2025, concerns the re-installation and integration of a Karl Storz Video Integration System in a newly renovated Hybrid Operating Room. The procurement is sole-sourced due to the brand-specific and specialized nature of the work required, as only the original equipment manufacturer possesses the technical capability to modify and integrate the system with new GE Hybrid OR equipment. The contract is classified under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC N065 (Installation of Equipment—Medical, Dental, and Veterinary Equipment and Supplies).

While this is primarily a notice of intent to award rather than a competitive solicitation, the VA is accepting capability statements from any responsible firm that believes it can meet the requirements, with responses due by November 24, 2025 at 10:00 AM EST. Interested contractors must provide company name, SAM UEI number, address, point of contact information, business size, socioeconomic status, and detailed supporting evidence demonstrating their ability to perform the work, including relevant corporate experience with contract details and customer references. The project requires OEM-trained engineer installation services to restore full system functionality following water damage, including running new fiberoptic cables, configuring touch monitors, mounting TV systems, and completing comprehensive testing of Karl Storz medical devices. The period of performance is six months, with completion required by January 31, 2026, and on-site personnel must meet VA requirements including influenza vaccination documentation, HIPAA training, and compliance with smoking policies.
