About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking to procure repair services and electronic components and assemblies for the Navy's DTS (Data Transfer System) program under contract N0038325Y0038. This pre-solicitation notice indicates the government's intent to solicit and negotiate with only one source under the authority of FAR 6.302-1, though all responsible sources may submit proposals, quotations, or capability statements to demonstrate their interest and capability. The notice was posted on February 6, 2026, with a response deadline of February 23, 2026. Interested parties should note that this is not a request for competitive proposals, and the government will determine whether to conduct a competitive procurement based solely on its discretion after reviewing submitted responses. Responses will be evaluated to determine if competitive procurement is warranted or if single-source negotiation should proceed.
The contract carries no set-aside designation and involves 13 line items of electronic components including data storage cartridges, memory units, processors, power supplies, modules, and various assemblies required over a five-year performance period. The estimated contract value ranges substantially across items, with individual component prices ranging from $2,454.00 to $326,123.00, and annual quantities varying by item and year. Notable procurement requirements include 72 units of Processor/Target Lo in Year 1 (declining to 48 annually thereafter) and 31 units of GPP Module in Year 1 (declining to 21 in subsequent years). Delivery timeframes (RTAT) range from 90 days for data storage cartridges to over 3,200 days for certain memory units. This requirement falls under NAICS category 334290 (Other Communications Equipment Manufacturing) and PSC category 5895 (Miscellaneous Communication Equipment).
