The procurement is an 8(a) set-aside IDIQ contract; Amendment 0001 was posted May 7, 2026 ahead of formal system approval due to Navy eProcurement System downtime, and offerors must incorporate the amendment documents into proposals immediately and sign the official SF-30 when submitted.
Place of performance is Arlington, Virginia. The contractor must manage the Science and Engineering Apprenticeship Program (2,500–3,000 applicants annually, 250–350 placements), Naval Research Enterprise Internship Program (3,000–4,000 applicants, 850–1,050 placements), Naval Horizons (up to 5,000 winners), Short-Term Internships (2,150–2,960 per year), and 12 annual plus 10–15 seasonal STEM outreach events, while maintaining and enhancing the Naval STEM Website. All contractor personnel must be U.S. citizens with proficiency in Microsoft Office 365, hold or obtain a SECRET clearance, and have experience with government internship programs. The contract requires nine full-time equivalent positions: Program Manager (designated Key Personnel, five to ten years program/project management experience, bachelor's degree), two Project Coordinators, Project/Outreach Coordinator (three-plus years communications or marketing), STEM Communication Specialist (five-plus years science writing), Financial Analyst (five-plus years finance), Communication Writer/Editor (three-plus years technical writing), Website Developer (two to five years web development), and Facility Security Officer (five-plus years government security interaction). Experience with Department of Navy or Department of War programs is desired.
The contract runs 60 months at firm fixed price. Other Direct Costs are capped at $450,000 annually for stipends, travel, and miscellaneous expenses. Fully burdened labor rates cannot exceed the ONR service contracting tripwire of $250 per hour. CMMC Level 2 compliance is required; DD254 applies to the first task order. Award is anticipated September 7, 2026. Past performance examples must be from the preceding three years demonstrating similar scope and complexity in technical, financial, and program management support services. Proposals are organized in four volumes: Business/Administrative (unlimited pages), Technical Proposal (50-page program approach limit, 5-page staffing plan limit), Past Performance (unlimited pages), and Price (unlimited pages).

7 May 2026 - Notice to Potential Offerors
BLUF: Due to an ongoing outage with the Navy’s electronic Procurement System (ePS), the formal amendment 0001 is currently pending system approval. To avoid delaying the procurement timeline, the substantive amendment documents are being provided in advance on SAM.gov.
Details:
Please be advised that ePS is currently experiencing system downtime, which has temporarily stalled the final routing and approval of the formal Amendment of Solicitation (SF-30).
To ensure all potential offerors maintain timely access to critical updates and can continue their proposal preparation without interruption, the Contracting Office is uploading the amendment documents to SAM.gov in advance of the formally generated SF-30.
Next Steps:
Offerors should review these uploaded documents and incorporate the changes into their proposal planning immediately. The formal, signed amendment will be generated and posted to SAM.gov as soon as ePS functionality is restored and final system approvals are processed.
Once the system releases the formal documents, the documents will be loaded to the PIEE SOL Module and will be transferred to SAM. Since the amendment does require a signature from the contractor, please sign the official SF30 document, bearing the electronic signature of the contracting officer, for your proposal submission.
Please direct any immediate questions regarding these documents to the Contracting Officer.
