About this opportunity
The United States Postal Service's Facilities Construction R&A East CMT is soliciting proposals for a comprehensive roof replacement project at the Myrtle Beach Mail Processing Optimization facility located at 505 N Kings Highway, Myrtle Beach, South Carolina. The project scope includes complete roof removal and replacement across multiple roof sections (A, B, C, F, G, H, and K), substrate preparation, polyisocyanurate insulation installation, and application of a fully-adhered 60-mil PVC roofing membrane meeting ASTM D4434 Type III standards, along with replacement of 11 roof drain assemblies. The USPS will evaluate proposals based on a balance of technical features and price, with technical quality becoming the primary differentiator as proposals converge in pricing, though the agency reserves the right to reject the lowest-priced offer if superior technical features justify a higher cost. Prospective contractors must submit two examples of comparable projects and a complete price proposal including a Schedule of Values and any applicable unit price schedules. The solicitation portal opens October 20, 2025, with proposals due by November 10, 2025; a pre-proposal teleconference is scheduled for October 27, 2025, at 11:00 a.m. local time, and on-site visits are mandatory and can be coordinated with Postmaster Shamika Roberts at (910) 405-9041.
This solicitation carries no set-aside designation and includes an estimated project value between $500,000 and $1,000,000. The contractor must commence construction no later than 45 days after receipt of the Notice to Proceed and complete all work within 120 calendar days. The project is located at the Myrtle Beach MPO in Horry County, South Carolina, and encompasses comprehensive structural work including provisions for up to 6,400 square feet of steel deck replacement and 20,354 square feet of steel deck brushing and priming. Contractors must also provide an alternate price for a 20-Year Total System Warranty on the roof system. Technical inquiries should be directed to Jeremy Duncan, Architect/Engineer at ROTH, (540) 333-4562, or USPS Project Manager Joshua Boots at (724) 553-7431, with all responses and registrations submitted through the USPS eSourcing Coupa platform.
Notice text
The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Roof Replacement project, at the United States Postal Service owned Myrtle Beach MPO 505 N Kings Highway, Myrtle Beach, SC 29577-3978, Horry County. Please see attached Summary of Work.
The estimated cost of the work is between $500,000 and $1,000,000; with construction to commence no later than forty-five (45) days and completion no later than One hundred twenty (120) calendar days after receipt of the Notice to Proceed.
The solicitation will open October 20, 2025 on USPS eSourcing Coupa (see How to Participate below) and close on November 10, 2025. A pre-proposal meeting for this project will be held on October 27, 2025 at 11:00am, (local time) via Teleconference Dial In: (720) 843-2876 – Access code: 744 2616#. Attendance is not mandatory but is strongly recommended. On-site visits ARE REQUIRED and can be arranged by contacting Shamika Roberts, Postmaster, at (910) 405-9041. Technical inquiries are to be addressed to Jeremy Duncan, Architect/Engineer, ROTH, at (540) 333-4562, or the USPS Project Manager, Joshua Boots at (724) 553-7431.
The United States Postal Service is concerned with making an award to the supplier striking the appropriate balance of technical features and price. The USPS will not, however, make award to a higher priced offer which provides only marginal additional technical value. As technical scores become closer, then price becomes more important as to selection. However, the USPS may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical features.
