About this opportunity

The USACE-Omaha District is soliciting sources for construction of two new Earth Covered Magazines (munitions storage igloos) at Ellsworth Air Force Base, South Dakota. This Sources Sought Notice seeks to identify capable prime contractors to assess market availability for an anticipated future procurement and is not a binding solicitation or guarantee of contract award. Respondents must demonstrate qualifications including bonding capacity of at least $10 million for a single job, experience with explosion-resistant concrete facilities, compliance with DoD safety standards (DoDM 4145.26) and UFC 4-420-01 requirements, and expertise in earth-covered magazine construction with specialized concrete and steel work. Prospective contractors should provide narratives detailing similar projects completed within the past ten years, addressing their experience with hazardous material storage safety, environmental coordination, and security protocol compliance. Responses must be submitted by April 30, 2026 at 2:00 PM Central Time to Christopher Kueffer and Nancy Garside via email, and the estimated solicitation issue date is December 2026.

This opportunity is not designated as a set-aside for any specific business category. The project involves demolishing two existing munitions storage igloos totaling 5,145 square feet and constructing two new structures, each measuring 80 feet long by 25 feet wide with 2,000 square feet of space, including concrete access pavement, communications systems, security systems, electrical utility connections, and site regrading. The estimated project cost ranges from $8,000,000 to $12,000,000, with a performance period of 540 calendar days from Notice to Proceed. Large businesses responding to this notice must address subcontracting plans for small businesses, with work performed by non-similarly-situated subcontractors capped at 85 percent of the total contract value under FAR 52.219-14(e)(3). All responses must be from prime contractors only under NAICS code 236220 (Commercial and Institutional Building Construction), and applicants should not submit proprietary information with their responses.

Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB; nor does it commit the government to contract for any supply, service, or construction.  There is no solicitation currently available.

Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative costs incurred in response to this Notice. This project is for the construction of Two (2) Munitions Storage Igloos at Ellsworth AFB, South Dakota. The site contains two (2) existing earth- covered munition storage igloos that will need to be demolished that are 5145 square feet (SF) total. The existing structures consist of a thick concrete bunker encased in an earthen berm. Hazardous materials might be present in the existing structure and will need to be accounted for in the budget for proper disposal. The new igloos will be a new Earth Covered Magazine (ECM) to include concrete access pavement, communications, security systems, and utility electrical connection. The new Munition Storage Igloos are based on a Standard Design 421-80-08 REV1 designed by Huntsville MCX (Hayman-type).  Each of the new proposed igloos are 80 feet long x 25 feet wide with an area of 2000 square feet (SF).  The site work includes regrading around the proposed storage igloos to support positive drainage, new hardstand for access, concrete, and bollards. The site is located within the munition storage area (MSA) and will require escorts throughout all stages of construction. The contractor must coordinate access and inspections of all materials brought into the MSA. Construction Limits will be established within the MSA with temporary fencing. This chain-link fence will meet minimal requirements and have visual screening material attached to limit views into and out of the construction zone. A temporary working pad may be constructed between the two (2) existing igloos to stage and park any construction equipment.

Estimated Project Solicitation Issue date: December 2026

Small Businesses are reminded under FAR 52.219-14(e)(3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.
