About this file

This is a Sources Sought Notice for construction of two Munitions Storage Igloos at Ellsworth Air Force Base, South Dakota. The USACE-Omaha District is soliciting information from capable prime contractors to assess market availability for an anticipated future procurement estimated between $8,000,000 and $12,000,000. The project involves demolition of two existing earth-covered munition storage igloos (5,145 SF total) that may contain hazardous materials requiring proper disposal, followed by construction of two new Earth Covered Magazines (ECM) based on Standard Design 421-80-08 REV1, each measuring 80 feet long by 25 feet wide (2,000 SF each). The scope includes concrete access pavement, communications systems, security systems, electrical utility connections, site regrading for drainage, hardstand construction, bollards, temporary fencing with visual screening, and potential temporary equipment staging pad. The project requires full coordination with munition storage area (MSA) security protocols, including contractor escorts, material inspections, and construction zone access restrictions. The anticipated solicitation issue date is December 2026, with a 540-calendar-day performance period from Notice to Proceed.

Responses from prime contractors only must be submitted by April 30, 2026 at 2:00 PM Central Time to Nancy Garside (gloria.garside@usace.army.mil) and Christopher Kueffer (christopher.r.kueffer@usace.army.mil), with required company information including CAGE Code, UEI, NAICS code (236220 - Commercial and Institutional Building Construction), business size designation, and bonding capacity details. Large businesses must address subcontracting plans for small businesses, noting that under FAR 52.219-14(e)(3), work with non-similarly-situated subcontractors is capped at 85 percent of total contract value. This notice does not constitute a binding solicitation and does not guarantee future contract award or acceptance of unsolicited proposals.

PROJECT DESCRIPTION:

This project is for the construction of Two (2) Munitions Storage Igloos at Ellsworth AFB, South Dakota. The site contains two (2) existing earth- covered munition storage igloos that will need to be demolished that are 5145 square feet (SF) total. The existing structures consist of a thick concrete bunker encased in an earthen berm. Hazardous materials might be present in the existing structure and will need to be accounted for in the budget for proper disposal. The new igloos will be a new Earth Covered Magazine (ECM) to include concrete access pavement, communications, security systems, and utility electrical connection. The new Munition Storage Igloos are based on a Standard Design 421-80-08 REV1 designed by Huntsville MCX (Hayman-type). Each of the new proposed igloos are 80 feet long x 25 feet wide with an area of 2000 square feet (SF). The site work includes regrading around the proposed storage igloos to support positive drainage, new hardstand for access, concrete, and bollards. The site is located within the munition storage area (MSA) and will require escorts throughout all stages of construction. The contractor must coordinate access and inspections of all materials brought into the MSA. Construction Limits will be established within the MSA with temporary fencing. This chain-link fence will meet minimal requirements and have visual screening material attached to limit views into and out of the construction zone. A temporary working pad may be constructed between the two (2) existing igloos to stage and park any construction equipment.

Estimated Project Solicitation Issue date: December 2026
