About this opportunity
The Department of the Army Materiel Command Army Contracting Command, through its Regional Contracting Office Bavaria, is seeking qualified and experienced construction firms for a Multiple Award Task Order Contract (MATOC) to provide design-build and general construction services in Bavaria, Germany. This pre-solicitation notice was posted on April 29, 2026, with a response deadline of May 15, 2026, and is intended to identify potential sources for future proposal submission rather than to award a contract immediately. The government seeks firms capable of managing a broad range of construction projects, including new work, additions, alterations, maintenance, and repairs of commercial and institutional buildings. The future solicitation and resulting contract will be subject to the Federal Acquisition Regulation (FAR), including anticipated clauses related to trade agreements, Buy American requirements, and restrictions on foreign purchases from prohibited countries. No evaluation criteria, specific qualifications, or technical requirements are detailed in this pre-solicitation notice, as this announcement is exploratory in nature and designed to gauge market interest and identify capable contractors for later solicitation.
This pre-solicitation notice includes no small business set-aside designation, indicating that award is not anticipated to be made to small businesses. No current contractors, incumbent firms, or potential award values are identified in the notice. The classified services fall under NAICS Code 236220 (Commercial and Institutional Building Construction) and PSC Code C1AA (Architect and Engineering—Construction: Office Buildings). Interested firms should note that this pre-solicitation notice does not constitute a formal solicitation for proposals, and no reimbursement will be provided for costs associated with submitting information in response to this notice. Firms are encouraged to express interest and qualifications to prepare for the anticipated future full and open solicitation, which will contain detailed specifications, evaluation criteria, and contract terms.
