About this opportunity
The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) is seeking multiple award construction contracts for sustainment, restoration, and modernization (SRM) projects at Naval Station Rota, Spain. The pre-solicitation notice indicates that contractors will be responsible for various construction activities including alteration, demolition, repair, and new construction of facilities and real property assets. Interested firms must provide a capabilities statement demonstrating experience with similar project scopes and possess specific licensing requirements, including registration with the Spanish Ministry of Defense. Contractors must be capable of executing multi-discipline projects (mechanical, electrical, civil) with project values ranging from $500,000 to $7,000,000. The pre-solicitation was posted on February 13, 2025, with responses due by February 25, 2025, and will utilize firm-fixed price Design-Bid-Build or Design-Build task order approaches.
The contract opportunity is not set aside for any specific business category and will potentially cover construction work across multiple locations in Spain, including Naval Station Rota, Moron Air Base, and facilities in Madrid, Valencia, and additional NATO locations in Portugal. While the exact award value is not specified, the project scope suggests multiple contracts will be awarded with individual project values between $500,000 and $7,000,000. The current solicitation is a contingency measure in case the existing Multiple Award Construction Contracts (MACC) expire before a new contract is awarded. Contractors will need to demonstrate current access to Naval Station Rota and hold necessary classification certificates for multi-discipline construction projects. The work will primarily focus on military and support facilities, with potential for diverse construction and renovation tasks across different geographic locations in the Iberian Peninsula.
