The contract term will be a base period of one (1) year plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee is $5,000 per contract. The Not-To-Exceed amount for the life of all of the contract awards, including options, is ninety-five million dollars ($95,000,000).
This action will replace contracts for similar services awarded in 2009. The total amount for all task orders issued under the awarded MACC from 2009 were not to exceed $300,000,000.00 (NTE). Information about the incumbent contractors is included below:

THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small businesses. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY.
Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Small Businesses (SB) with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.
The resulting contract(s) will provide a wide range of mechanical construction services including demolition, repair, replacement, modification, and new installation of various mechanical systems including HVAC, boilers, high pressure steam distribution, electrical distribution, motors, generators, potable water distribution, sanitary sewer, storm water control, communications, and incidental work such as general construction, specialty trades, and removal of asbestos or lead contaminated materials.
Task orders under the MACC will be design bid build. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, etc. All work under this contract will be performed at Marine Corps Base Camp Lejeune (including the New River Air Station), Marine Corps Installations East, Marine Corps Air Station Cherry Point and other military and
government installations/sites under the Marine Corps Installation East Area of Responsibility.
The Procurement Method is Contracting by Negotiation, FAR Part 15.
The North American Industry Classification System (NAICS) Code for this procurement is 238220 and the annual size standard is $14,000,000.

All capable Small Businesses are encouraged to respond.
The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Small Businesses Set-aside is an acceptable strategy for this procurement.
The proposed contract listed here is being considered for 100 percent set-aside for Small Business. Interested parties should indicate interest in the acquisition by providing to the contracting office a capability statement and a positive statement of eligibility as a SB. The capability statement shall include the following:

Bidders will be required to submit a bid bond with their bids.
