The Pre-proposal conference shall be held at Incirlik AB, Adana on 26 June 2009 at 0830. All interested parties that replied with the site visit reservation form prior to 29 January 2009, as specified in the original pre-solicitation notice, will be provided access to Incirlik Air Base on the day of the Pre-proposal conference. ALL parties will be picked up at the main gate. Transportation for the remainder of the day will be provided by the base.

This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of the Multiple Award Construction Contract (MACC)- Indefinite Delivery/Indefinite Quantity (IDIQ). This requirement is for multiple contractors to furnish all materials, equipment, and personnel necessary to design, manage, and accomplish individual projects under the purview of the 39th Contracting Squadron. During the contract period, Base Civil Engineers will identify construction tasks and the Contracting Office will solicit and issue individual task orders to the selected contractor for completion. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The work involved may include, but is not limited to design only, design/bid/build, bid/build, carpentry, concrete, excavating, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, masonry, and welding. All prospective offerors must be in the CCR and submit a DUNS number as well.
The MACC, 39th Air Base Wing, Incirlik AB, Turkey, will be a firm-fixed price with an Economic Price Adjustment, IDIQ type contract. The period of performance will be one (1) Basic Period plus four (4) option years.
Individual orders will vary in size and complexity and will range from a minimum amount of $2,500.00 to a maximum amount of $3,000,000.00.
Proposal will be due 30 days after the solicitation release date.
ATTENTION POTENTIAL OFFERORS: IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED.
In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award of all solicitations. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423.
Any interested parties who do not submit the above requested information by the stated cut-off date will be responsible for making their own arrangements with Turkish Air Force (TuAF) Pass & ID officials for obtaining access to Incirlik Air Base, Turkey.
Magnitude of this solicitation is between $25,000,000.00 and $100,000,000.00.
