SECTION 1

GENERAL

1.1

PURPOSE

This manual has been prepared by the 39th Civil Engineering Squadron for the guidance of Architect/Engineers performing professional services under contract to the U.S. Air Force in Turkey so as to obtain uniformity of the presentation of the work.

1.2

SCOPE

This manual defines the standards of design, detailed requirements, format, preparation and submittal of drawings, specifications, cost estimates, project engineering documentation and other related documents for construction contracts and is a supplement to the "Statement of Architect/Engineer Services" for this project.

1.3

DEFINITIONS AND ABBREVIATIONS

DOD: Department of Defense

ACTIVITY: An Activity, also referred to as a Base, is a military unit, organization, installation performing a military function, or certain other non-DOD agencies. The 39th Civil Engineering Squadron (39th CES/CECED) is an example of an activity.

CONTRACTING OFFICER: U.S. Air Force Officer with authority to bind the U.S. Government contractually and with authority to modify an existing contract with the U.S Government.

CONTRACT ADMINISTRATOR: The U.S. Air Force Contracting Officer's appointed representative who administers the A-E project design contract.

ENGINEER-IN-CHARGE (EIC)/ARCHITECT-IN-CHARGE (AIC): The designated representative of the 39th CES/CECED who is the A-E's primary point of contact for technical matters. All contractual matters and correspondence shall be addressed to the Contracting Officer.

RECORD DRAWINGS: Drawings showing the actual as-built condition of constructed facilities.

1.4

RESPONSIBILITIES OF THE A/E

The A/E shall be responsible for the best engineering solution, which provides a usable facility within the funds available, and/or any statutory cost limitations. The A/E shall immediately notify the Contracting Officer, in writing, if funds appear to be inadequate to accomplish the project scope.

1.4.1 Redesign Responsibility for Design Errors or Deficiencies

The A/E shall be responsible for the professional quality, technical accuracy and the coordination of all designs, drawings, specifications and other services to be furnished under this contract. The A/E shall, without additional compensation, correct or revise any errors or deficiencies in the designs, drawings, specifications and other services. Should the lowest bid exceed the construction cost estimate and not be acceptable to the DOD, then the A/E will be responsible for redesign, if required, without additional compensation.

The A/E's work will be reviewed by the various departments to insure compliance with Government requirements and criteria. 39 CES/CECED will undertake a detailed technical review to ensure that the A-E's design meets U.S. Air Force Standards.

The Government's review, approval, acceptance of, or payment for, any of the services required under this contract shall not be construed as a waiver of any rights under this contract or of any cause of action arising out of the performance of this contract and the A/E shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the A/E's negligent performance of any of the services furnished under this contract.

The rights and remedies of the Government provided for under this contract are in addition to any other rights and remedies provided by law.

1.4.2 Liability for Government Cost Resulting From Design Errors or Deficiencies

All apparent design errors or omissions which may result in required change orders, damages or extra cost to the Government will be evaluated for potential A/E financial liability. If it is determined that the A/E is financially responsible for the design deficiency, the A/E will be so advised by official correspondence.

1.4.3 Procedures for Determination of A/E Liability

When a field Change Order is required, the Contracting Officer will make an initial determination of the cause of the change. If the Contracting Officer indicates a design error or omission, the Engineering Branch will be requested to review the findings and make a determination of A/E financial responsibility.

1.4.4.

Correspondence

All contractual correspondence, covering all administrative and technical matters, shall be provided in triplicate and addressed to the Contracting Officer. The contract number assigned to the A/E Contract, along with the project number and title, shall be used on all reports and correspondence relative to the Contract. E-mail correspondence with “pdf” attachments is an acceptable alternative to paper correspondence. However, for certain critical correspondence the Contracting Officer may require paper copies of the same with inked signatures.

The A/E Contractor shall prepare conference reports or minutes of all conferences, meetings and telephone instructions and deliver an electronic copy of the same in “pdf” or other acceptable format such as MS word or Excel to the Contracting Officer within five (5) days from date of such conference, meeting or telephone instructions.

1.5

STANDARDS OF DESIGN

A1l work must be in accordance with current criteria, guides and specifications established by the Air Force Office for Civil Engineering and 39 CES/CECED and shall be neat with all lines and lettering of uniform weight and c1arity for complete legibility and satisfactory reproduction.

All elements of submittals shall be checked by the A/E. Checks should be made by qualified persons other than those preparing the materials. Names of the checkers shall be indicated on drawings, computation sheets, etc.

1.6

CHANGES IN PROJECT SCOPE

During the progress of the work, the A/E may expect minor changes in criteria within the general scope of the project and should make necessary adjustments accordingly. Where major changes are required, the A/E will be directed in writing, and appropriate changes to the contract will be made.

1.7

DATA AND MATERIALS FURNISHED BY 39TH CES/CECED

In order to expedite design completion and provide a base of common understanding, the A-E shall maintain certain basic design criteria, which are indicated in the "Statement of Architect/Engineers Services". 39 CES/CECED will assist the A-E with respect to access to U.S. Air Force regulations and similar types of U.S. Government published regulations and standards.

1.8

EVALUATION OF A/E PERFORMANCE

Upon completion of the design phase of each project, and submission of bid documents, the EIC will prepare a report evaluating the A/E's performance on the design services specified. This evaluation will be included to the A/E's brochure file and a copy will be provided to the Contracting Officer.

This evaluation is made available to future A-E Selection Boards for consideration during subsequent A/E selection.

1.9

COMPUTERIZED GRAPHIC DESIGN

Computerized graphic design systems now in use have demonstrated the ability to increase design productivity by allowing engineers, architects and designers to spend less time drafting, thus allowing more time for analysis and decision making. Further, the use of computerized graphic systems should result in a reduced level of construction change orders, claims and cost of rework due to design errors. A/E Contractors performing work for 39 CES/CECED are encouraged to utilize computerized graphic design systems.

SECTION 2

SPECIAL REQUIREMENTS

2.1

GENERAL

It is the design policy of the Air Force Office of Civil Engineering to conform to the best generally accepted standards applicable to the particular class of work, to retain the best-qualified professionals, and to accomplish the design within the criteria, scope, fiscal and legal constraints imposed by higher authority.

2.2

QUALITY OF DESIGN

Architectural Design: For projects with architectural elements, the A/E Contractor is advised that achievement of excellence in architectural design is a prime goal of the Government. Accordingly, quality architectural design, including siting, AT/FP considerations, proper use of materials, economy of construction, functional integrity, interior and exterior details, energy conscious design, and compatibility with appropriate existing elements of the environments, shall be required for this project. Good design is not proportional to project cost. Cosmetic design is not cost effective and is not acceptable.

Engineering Design: An acceptable quality design must provide functional facilities at the lowest practical construction cost, with due consideration for economy in maintenance and operation. The construction materials must be of a quality that is consistent with the intended use of the facility and reflect local availability and construction skills. Proven new materials and methods should be considered if they provide an economic or functional advantage.

A-E Design Quality Control: The A-E shall have a formal design quality control program for checking and coordinating drawings and specifications. The formal design quality check shall be in the format of a design review checklist that shall indicate the name of the reviewer and the date that the review item was accomplished. The completed design review checklist shall be submitted with the final design submittal as evidence that the review was accomplished.

2.3

FIELD INVESTIGATION AND SITE VISITS

Field investigations shall be made by the A/E Contractor and shall include a thorough check of all conditions and locations of the area which might be affected by the proposed work. All available information relative to existing conditions at the site of the construction, will be made available to the A/E Contractor, who shall evaluate and verify such information as necessary to perform the work stated herein.

For projects involving renovation work, the A/E Contractor shall as part of the site investigation, identify potential asbestos containing materials in the areas of work. The Government will test samples and, if found to contain asbestos, the A/E Contractor shall take the appropriate actions in the specifications and cost estimate.

The A/E Contractor shall visit the project site only after making arrangements with the Architect/Engineer in Charge.

A-E Verification: It shall also be the A-E's responsibility to evaluate and validate all information obtained from existing drawings, even if marked "As-Built" or "Record Drawing" to the extent possible in an occupied facility, and make such field measurements and investigations as necessary to properly prepare construction drawings. Failure to ascertain all existing field conditions which were visible or whose existence would have been determined from field investigation will be considered an A-E deficiency and the A-E shall make corrections to the plans, specifications and cost estimates at no additional cost to the Government.

2.4

PROVISIONS FOR THE HANDICAPPED

All facilities which are open to the public, or to limited segments of the public, or which may be visited by the public in the conduct of normal business shall be designed and constructed to be accessible to the handicapped. All morale, welfare and recreational facilities, including non-appropriated fund facilities available to dependents or retirees shall be so designed. All hospitals and facilities for the care and rehabilitation of the sick and/or injured shall be so designed. All manufacturing facilities, administrative facilities where civilian workers may be employed including facilities constructed under other than Military Construction Authorizations and including contractor-owned facilities where the Department of Defense is funding all or any part of such construction shall be so designed. In fact, every facility should be designed to assure access to the handicapped unless its intended use is specifically restricted to able-bodied military personnel. Inclusions of handicapped design features should be considered for these facilities wherever feasible.

The designer is directed to follow the criteria found in DOD 4270. 1M, Chapter 18, CONSTRUCTION CRITERIA MANUAL.

2.5

LANDSCAPE DESIGN

When a project requires landscaping, the following information shall be provided in the contract documents:

A. Location of plant material

B. Extent of material

C. Plant and Planting details

D. Plant material list including sizes

E. Provisions for protection during construction

F. Plant maintenance instructions

The design shall be consistent with the Activity landscape master plan and with the landscaping of the surrounding area.

2.6

INTERIOR DESIGN

The A/E Contractor shall provide necessary architectural interior design for this project. The A/E's Architect shall determine the interior decor to be used for this project and he shall incorporate the interior design into the project documents. This will include but not be limited to: paint colors, ceramic tiles, floor tiles, carpet, plastic laminates, brick, stone, wall finishes, ceiling finishes, light fixtures, wood, finishes, cabinets, etc. The A/E shall provide architectural finish boards to the user based upon this design when required by the Statement of Architect/Engineer Services.

2.7

SUBMITTAL REQUIREMENTS LIST

Submittals will be as specified in the "Statement of Architect/Engineer Services" for the project and shall include, but not be limited to the following items as applicable.

SECTION 3

SUBMISSION WORK REQUIREMENTS

This section defines the work required by the STATEMENT OF ARCHITECT/ENGINEER SERVICES and the Submittal Requirements List.

3.1

CONCEPT SUBMISSION

3.1.1 Objective: To provide a schematic level project design from which 39 CES/CECED can determine the adequacy of the design, functional arrangements, project costs and adherence to criteria.

3.1.2 Content

A.

Vicinity Plan showing existing and new topography and utilities, access roads, extent of parking and site circulation, and relationships to other buildings.

B.

Floor Plans at suitable scale showing all walls, openings, rooms and built-in features.

C.

A Design Analysis, outlining options considered in each discipline and reasons why the system or design presented was chosen.

D.

Building sections and typical wall sections showing all floor-to-floor heights.

E.

Elevations showing fenestration and exterior building materials.

F.

Space tabulation, by room, of net square footage and total gross square footage.

G.

Cost estimate based on engineering system. Lump sum costs based on previous projects and square meter costs will be acceptable. A design contingency may also be used to account for the preliminary nature of the design.

3.1.3 Submittal

The A/E shall prepare a presentation of the Concept and shall present it to the Contracting Officer.

The A/E shall submit record copies as listed in the Submittal Requirements List.

If the submission is determined to be inadequate, it will be returned for resubmission.

3.2

DESIGN DEVELOPMENT (35%) SUBMISSION

A submission of contract documents and supportive design calculations which clearly show the project design, A/E's knowledge of Air Force formats and conventions and adherence to the project scope, criteria and previously approved submissions, if any.

3.2.1 Objective: To provide the 39 CES/CECED with sufficient drawings, calculations, cost estimates, specifications, reports and surveys to evaluate the design and its adherence to system selection criteria and the A/E's ability to interpret the criteria and prepare biddable documents.

3.2.2

Basis of Design: Shall be prepared by the A/E in accordance with the requirements as set forth in section 4 of this "A/E Guide".

Drawings: The drawings shall contain, as a minimum, the following documentation:

1.

Site plans showing all buildings in the project, access roads, parking, drainage, roads and sidewalks and routing of water, sewer, gas and other utilities.

2.

Architectural Floor Plans showing functional layout, room designations, all major dimensions, all critical dimensions, all columns and all built-in equipment.

3.

Elevations showing all openings, type and extent of building finishes.

4.

Building Sections indicating relationships of various levels, floor-to-floor heights, construction systems and materials.

5.

Preliminary Furniture Layouts showing that adequate wall space, circulation, etc., are provided to accommodate the intended use of the space as follows:

a.

Spaces requiring specific accommodation (Example: 200 seat dining room).

b.

Where building design will dictate special design furniture, schematic details sufficient to define nature and extent of special items should be included in plans and specifications or procured as collateral equipment.

c.

Repetitive spaces which form a major component of the design. (Show typical layout for BOQ bedrooms, school classroom, etc.).

6.

Interior Mechanical/Electrical Documentation and/or data showing central heating/cooling plant and electrical distribution details to include:

a.

Heating/cooling source.

b.

Location of major equipment (for plumbing, show fixture locations and basic riser diagrams).

c.

System diagrams, to include all ventilation systems in general.

d.

Single line diagram for electrical systems.

e.

Location of all electrical outlets and switches, fire alarm detectors, alarms and panel-boards.

7.

Exterior Mechanical/Electrical Documentation and/or data showing central heating/cooling plant and electrical distribution details to include:

Plant Floor Plan/general arrangement.

System Diagram.

Fuel Storage general arrangement.

Route of existing exterior heat, power and fire alarm systems including capacities.

e.

Routing and capacities of new systems.

8.

Civil/Structural details and data showing:

Boring plans and logs.

Grading drainage, existing and proposed utilities, pavements and fences.

Foundation plans structural framing plans and proposed materials.

C.

Specification: The specification shall be in outline form and shall consist of a complete listing of all specification sections to be included in the project specification. The listing shall be arranged according to the format as provided by 39 CES/CECED.

D.

Cost Estimate (Form INC-1101): The preliminary project design cost estimate should reflect current costs as estimated from the preliminary drawings, design, computations, basis for design and outline specifications. For those elements of the project where status of design does not permit a firm or reasonably accurate takeoff of the quantities or firm pricing of individual items of work, lump sum costs based on available data may be included. The basis of these costs such as cost per square meter of building, per square meter of pavement, or per mechanical or electrical fixtures shall be given. Lump sum costs per engineering discipline are unacceptable.

Section 7 of this "A/E Guide" should be consulted by the A/E for further guidance.

E.

Topographical Survey: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 8 of this "A/E Guide".

F.

Soils Investigation: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 9 of this "A/E Guide".

G.

Fire Protection Analysis: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 10 of this "A/E Guide".

H.

Energy Conservation Report: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 11 of this "A/E Guide".

I.

Hydrological Survey: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 12 of this "A/E Guide".

J.

Environmental Report: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 13 of this "A/E Guide".

K.

Economic Analysis: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 14 of this "A/E Guide".

L.

Final calculations shall be developed to the extent practical and submitted for all main systems, for each discipline.

M.

Pre-Design checklist shall be submitted showing all areas covered in the design.

3.2.3

A.

The A/E shall deliver to the office of the Contracting Officer the documents as outlined in the Submittal Requirements List of the SOW for each particular project.

B.

The Basis of Design, outline specifications, calculations and all other reports/surveys shall be submitted in brochure format.

C.

If the submission is determined by the 39 CES/CECED to be inadequate, it will be returned for reaccomplishment and resubmission.

D.

The submission will be reviewed by 39 CES/CECED and any other agencies as required. The A/E shall receive the review comments from the Contracting Officer and shall incorporate the comments into the next submission. A conference may be held if 39 CES/CECED deems it necessary for clarification of the design comments.

E.

The A/E shall upload all project documents as pdf (portable document format) files, or equivalent, for each milestone submittal, onto an ftp:// (file transfer protocol) Internet site. The ftp site should be organized to allow files to be quickly and easily found and downloaded.

3.3

DESIGN DEVELOPMENT (65%) SUBMISSION

A submission of contract documents and supportive design calculations which clearly show the project design, A/E's knowledge of Air Force formats and conventions and adherence to the project scope, criteria and previously approved submissions.

3.3.1 Objective: To provide the 39 CES/CECED with sufficient drawings, calculations, cost estimates, specifications, reports and surveys to evaluate the design and its adherence to system selection criteria and the A/E's ability to interpret the criteria and prepare biddable documents.

3.3.2

Basis of Design: Shall be prepared by the A/E in accordance with the requirements as set forth in section 4 of this “A/E Guide”.

Drawings: The drawings shall contain, as a minimum, the following documentation:

1.

Site plans showing all buildings in the project, access roads, parking, drainage, roads and sidewalks and routing of water, sewer, gas and other utilities.

Architectural Floor Plans showing functional layout, room designations, all major dimensions, all critical dimensions, all columns and all built-in equipment.

Elevations showing all openings, type and extent of building finishes.

4.

Building Sections indicating relationships of various levels, floor-to-floor heights, construction systems and materials.

5.

Preliminary Furniture Layouts showing that adequate wall space, circulation, etc., are provided to accommodate the intended use of the space as follows:

a.

Spaces requiring specific accommodation (Example: 200 seat dining room).

b.

Where building design will dictate special design furniture, schematic details sufficient to define nature and extent of special items should be included in plans and specifications or procured as collateral equipment.

c.

Repetitive spaces which form a major component of the design. (Show typical layout for BOQ bedrooms, school classroom, etc.).

Interior Mechanical/Electrical Documentation and/or data showing central heating/cooling plant and electrical distribution details to include:

Location of all electrical outlets and switches, fire alarm detectors, alarms and panel-boards.

Exterior Mechanical/Electrical Documentation and/or data showing central heating/cooling plant and electrical distribution details to include:

Plant Floor Plan/general arrangement.

System Diagram.

Fuel Storage general arrangement.

Route of existing exterior heat, power and fire alarm systems including capacities.

e.

Routing and capacities of new systems.

Civil/Structural details and data showing:

Boring plans and logs.

b.

Grading drainage existing and proposed utilities, pavements fences and construction details.

c.

Foundation plans, structural framing plans, proposed materials and construction details.

C.

Specification: Shall be 100% complete including checking by the A/E and shall be prepared in accordance with requirements as set forth in Section 6 of this "A/E Guide". The English version only shall be submitted.

D.

Cost Estimate (Form INC-1101): The preliminary project design cost estimate should reflect current costs as estimated from the preliminary drawings, design, computations, basis for design and outline specifications. For those elements of the project where status of design does not permit a firm or reasonably accurate takeoff of the quantities or firm pricing of, individual items of work, lump sum costs based on available data may be included. The basis of these costs such as cost per square meter of building, per square meter of pavement, or per mechanical or electrical fixtures shall be given. Lump sum costs per engineering discipline are unacceptable.

Section 7 of this "A/E Guide" should be consulted by the A/E for further guidance.

E.

Topographical Survey: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 8 of this" A/E Guide".

F.

Soils Investigation: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 9 of this "A/E Guide".

G.

Fire Protection Analysis: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 10 of this "A/E Guide".

H.

Energy Conservation Report: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 11 of this "A/E Guide".

I.

Hydrological Survey: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 12 of this "A/E Guide".'

J.

Environmental Report: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 13 of this "A/E Guide".

K.

Economic Analysis: Shall be prepared by the A/E in accordance with the requirements as set forth in Section 14 of this "A/E Guide".

Final calculations shall be submitted for all main systems, for each discipline.

Design Checklists shall be submitted covering all areas of the design.

3.3.3

A.

The A/E shall deliver to the office of the Contracting Officer the documents as outlined in the Submittal Requirements List of the SOW for each particular project.

B.

The Basis of Design, outline specifications, calculations and all other reports/surveys shall be submitted in brochure format.

C.

If the submission is determined by the 39 CES/CECED to be inadequate, it will be returned for reaccomplishment and resubmission.

D. The submission will be reviewed by 39 CES/CECED and any other agencies as required.

The A/E shall receive the review comments from the Contracting Officer and shall incorporate the comments into the next submission. A conference may be held if the 39 CES/CECED deems it necessary for clarification of the design comments.

E.

The A/E shall upload all project documents as pdf (portable document format) files, or equivalent, for each milestone submittal, onto an ftp:// (file transfer protocol) Internet site. The ftp site should be organized to allow files to be quickly and easily found and downloaded.

3.4

CONTRACT DOCUMENTS (95%) SUBMISSION

A submission of contract documents and supportive material which can be considered by 39th CES/CECED as biddable documents.

3.4.1 Objective: To provide the 39th CES/CECED with contract documents which can be evaluated for format, ability to bid, adequacy of the design details, constructibility, coordination and adherence to the project scope.

3.4.2

A.

Drawings: Shall be 100% complete including checking by the A/E and shall be prepared in accordance with requirements as set forth in Section 5 of this "A/E Guide".

B.

Specifications: Shall be 100% complete including checking by the A/E and shall be prepared in accordance with requirements as set forth in Section 6 of this "A/E Guide". The English and Turkish language version shall be submitted.

C.

Cost Estimate (Form INC-1101): Shall be 100% complete including checking by the A/E and shall be prepared in accordance with requirements as set forth in Section 7 of this "A/E Guide".

Calculations: Shall be 100% complete including checking for final system component sizing/design for all disciplines.

Design checklist (Form INC-1104) 100% complete.

Constructibility Review (Form INC-1108).

Schedule of Material Submittals (Form INC-1106 included as part of the specifications).

3.4.3

A. The A/E Contractor shall deliver to the office of the Contracting Officer the documents as outlined in the Submittal Requirements List.

B. If the submission is determined by 39th CES/CECED to be inadequate, it will be returned, and resubmission will be required.

C. The A/E shall receive the review comments from the Contracting Officer and shall incorporate the comments into the final submission.

D. The A/E shall upload all project documents as pdf (portable document format) files, or equivalent, for each milestone submittal, onto an ftp:// (file transfer protocol) Internet site. The ftp site should be organized to allow files to be quickly and easily found and downloaded.

3.5

FINAL SUBMISSION

A submission of contract documents and cost estimate which is complete and ready for competitive bid.

3.5.1 Objective: To allow the Government to successfully accept bids and award a construction contract for the work described in the STATEMENT OF ARCHITECT/ENGINEER SERVICES.

3.5.2 Content

A.

Drawings: Shall be 100% complete with all previous review comments incorporated. All drawings shall be properly checked and signed as required by Section 5 of this "A-E

B.

Specifications: Shall be 100% complete with all previous review comments incorporated. The specifications shall be properly checked and signed as required by Section 6 of this " A-E Guide". The English and Turkish language version shall be submitted.

C.

Cost Estimate (Form INC-1101): Engineer's Final Cost Estimate with tabulation and without tabulation shall be 100% complete including the incorporation of all previous review comments.

D.

Calculations: Shall be 100% complete including all revisions required due to previous review comments. All signatures of designers and checkers shall be properly affixed.

Construction Duration: The A/E shall submit a letter detailing the expected time required for the construction of this project. The letter shall detail the rationale for the expected time frame and shall show consideration of availability of materials, site conditions, seasonal conditions and length of time for construction of major systems.

Constructibility Review (Form INC-1108) 100% complete.

Schedule of Material Submittals 100% complete. (Form INC-1106 included as part of the specifications).

3.5.3

SECTION 4

BASIS OF DESIGN

A document that outlines the basic design criteria to be used for this project. The 39th CES/CECED will use this report to evaluate whether the A/E properly understands the scope of the project, the pertinent regulations and codes required and the proper design procedures to be used for this project.

4.1

CONTENT

4.1.1 Civil

Water Supply

1.

Statement of the type of construction proposed, materials for water mains, type of well, etc.

2.

For distribution systems, statement of design, domestic and fire flow, residual pressure, and elevation differentials (should include designer's basic estimate of tentative pipe sizes).

Statement of tentative size, elevation, capacities, etc., as can readily be determined without long computations or design, consideration for reservoirs, treatment units, pumping plants, well pumps and such units.

Sewers and Sewage Disposal Systems

1.

Explanation of existing system including the type, capacity, condition, present flow and unsatisfactory elements of components part of major extensions.

2.

Interpretation of degree of treatment necessary by effluent requirement and units necessary for treatment. Full description of process selected and alternatives considered including flow diagrams, etc.

3.

Statement of design factors with present and projected design population loads for sewage treatment plants.

4.

Statement of materials to be used for sewer systems and sewage treatment plants.

5.

Statement of design factors to be used to size and design sewer lines, manholes, cleanouts, septic tanks, leach fields, force mains and pump stations.

Storm Drainage: Describe type of storm drainage required such as: earthen ditch, paved ditch, culvert, or subsurface storm sewer. Include all design criteria, methods and factors, such as: rational method, storm drainage area, type of surface. Describe and discuss rationale of materials to be used. Discuss any special problem encountered such as: high water table, existing culverts flowing from off base to on base, etc.

Roads, Driveways, Parking Areas and Sidewalks

1.

A statement of general soil conditions, with brief outline of soil exploration and testing performed. Include all test results.

2.

The type and volume of traffic, controlling wheel loads and types and classes of roads under consideration, with justification for any deviation from criteria thicknesses for those classes.

3.

Statement as to type and materials of pavement selected and justification, i.e. DBST, asphaltic concrete, reinforced concrete, non-reinforced concrete, etc.

Dust and Erosion Control: Dust and erosion control, where deemed necessary, will be considered an integral part of all design and construction projects. Such controls will be generally limited to areas actually scarred or denuded in the process of constructing a project. Dust and erosion control will not be confused with landscaping. Include a statement regarding the type of treatment selected, affected areas and reasons for selection of type and determination of areas.

Fencing: Provide type, materials, height and justification for fencing.

G.

Environmental Pollution Control: Provide a statement explaining expected environmental pollution and the proposed method of control. A detailed description will be necessary for those facilities directly related to controlling air and water pollution, such as: sewage treatment plants, industrial treatment facilities, incinerators, smoke elimination facilities oil/water separators and other similar projects.

H.

Site Development: Describe the site of the project and its natural advantages and disadvantages relative to the proposed project. Additional statements should be made outlining the proposed landscaping and other site work necessary to complete the site development.

4.1.2 Architectural

A.

Design Area Tabulation: The project gross area shall not exceed that stipulated by the scope of work without prior approval of the main operating base. Provide in the basis for design a complete area breakdown tabulation for gross and net areas.

B.

Materials: Provide description of materials for all major items of construction and of all interior and exterior finishes. The description of finishes will be accomplished by the use of a preliminary finish schedule.

C. Consult Base Architectural Compatibility Guide for details.

4.1.3 Structural

A.

State the type of structural design, the allowable unit stresses and the loadings to be used for this project. All design must be in accordance with TI 809-02.

B.

State the concrete reinforcing steel and structural steel materials requirements. Show strengths and/or grades.

State the allowable soil bearing pressure and gross allowable soil bearing pressures to be used in the design. This should be based on the soi1s report or if assumed, the rationale for determining the assumed value.

List any “as-built” drawings used in the design.

E.

State the live loads and wind velocity to be used in the design and discuss how these were determined, such as which manual and table, etc., that they were determined from.

State the earthquake coefficients used. Show values used for the seismic formula: V=ZIKCSW and V= W

Specify and discuss rationale for the foundation system to be used.

H.

State the structural system to be used to transmit the lateral and vertical loads to the foundations.

I.

Specify the classification of the moment resisting space frame for the seismic design of this structure in accordance with TI 809-02.

J.

Other requirements as shown in section 15.3 shall be included as required.

4.1.4 Mechanical

A.

General: The Mechanical Engineer shall make a preliminary statement outlining the primary mechanical systems that will be included in his design (Plumbing, Heating, Ventilation, Air Conditioning, etc.).

B.

Plumbing: The engineer shall determine the type of plumbing systems requirements and select the proper number and type of fixtures. The engineer shall determine the total required water flow for the domestic hot and cold water systems. Hose bibs and their locations will be considered on the exterior of the building for yard watering (irrigation).

A domestic hot water heating system shall be anticipated and the necessary calculations shall be made to determine the capacity and recovery rate required for this application.

A preliminary sketch shall be made of each of the individual plumbing systems showing the relationships of the various components. The sketches shall be on 8 1/2 inch by 11 inch or A4 sheets of paper. Sketches are required for but not limited to domestic water piping, drainage, plumbing vents and domestic hot water heating.

C.

Heating: The engineer shall determine the type of space heating systems that are required. Room by room heat loads shall be calculated by system or zone and the totals shall be determined for each heating system. The engineer shall determine all "U" factors for the anticipated building materials and these calculations shall be submitted.

Heat loss shall be calculated using the design conditions (inside and outside dry bulb temperatures) as set forth in the U.S. Air Force Design Regulations (MIL Handbook 1190).

The boiler or other central heating unit shall be selected and the distribution systems shall be sketched on 8 1/2 inch by 11 inch or A4 sheets of paper; pipe, duct and air outlet sizes are not required at this time.

Any special systems shall be anticipated and the engineer shall describe them and define their capacities by calculation. (Examples: Humidification, Dehumidification, Electronic or High Efficient Air Filtering, Fuel Oil special filtering, etc.).

Ventilation heat loads shall be a part of the heating system capacity.

D.

Ventilation: Ventilation requirements shall be determined and the engineer shall select the types of systems that will be designed into this building.

All ventilation air volumes shall be calculated in accordance with MIL Handbook 1190 or where standards for requirements are not defined therein, then in accordance with A.S.H.R.A.E. standards.

The ventilation requirements shall be considered in heating and air condition load calculations.

Sketches of the ventilation systems shall be provided on 8 1/2 inch by 11 inch or A4 sheets of paper.

E.

Air Conditioning: The engineer shall determine the type of air condition systems including distribution that will be designed into the building. "U" factors shall be calculated for all the applicable building systems in the facility. Heat gains shall be calculated on a room-by-room basis and summarized for each zone and system. Ventilation requirements shall be considered in these load estimates. All calculations shall be in accordance with U.S. Air Force Regulations and A.S.H.R.A.E.

The principle air conditioning units shall be selected and their capacities shall be shown. (Examples: Water chillers, Condensing Units with associated air handlers and self-contained Air Conditioners).

Any special systems such as special air filtering equipment and systems shall be identified and sized.

The engineer shall provide sketches of the proposed systems on 8 1/2 inch by 11 inch or A4 sheets of paper.

F.

Evaporative Cooling: Heat gains shall be calculated in accordance with U.S. Air Force Regulations and A.S.H.R.A.E. standards and the anticipated equipment shall be sized and selected. Sketches of the proposed systems shall be provided on 8 1/2 inch by 11 inch or A4 sheets of paper.

G.

Refrigeration (Cold Storage): The engineer shall determine where the refrigeration systems are required and shall select the appropriate types of systems. He shall make the necessary heat gain calculations including appropriate "U" factor determination. Show the selected equipment and capacities for each system.

The engineer shall make sketches on 8 1/2 inch by 11 inch or A4 sheets of paper showing these systems. Pipe sizes and details of construction and installation are not required at this time. All refrigeration systems shall be in accordance with U.S. Air Force Regulations and A.S.H.R.A.E.

H.

Class I Ozone Depleting Chemicals (ODC'S): The following chemicals have been identified as Class I ODC's and will not be used in the design.

1.

HALON'S: Halon 1211, Halon 1301, Halon 1202, Halon 1011, Halon 2402

2.

CHLOROFLUOROCARBON (CFC's): 11, 12, 113, 114, 115, 13, 111, 112, 211, 212, 213 214, 215, 216, and 217.

3.

Other chemicals not to be used: CARBON TETRACHLORIDE, METHYL CHLOROFORM, and METHYL BROMIDE.

I.

Fuel Distribution and Storage: Provide a statement of the type of fuel storage required for this facility and show proper storage capacity calculations.

J.

Combination Systems: For systems in which heating, ventilation and/or air conditioning are combined, repetition may be avoided by combining these systems on the same sketches as long as the various components are identified.

K.

Energy Conservation: Energy conservation shall be of prime concern in all system design. Proper insulation of systems is a mandatory consideration. High efficient equipment shall be used in all systems. Where practical, heat recovery systems as well as passive or active solar heating systems shall be analyzed for possible inclusion in the heating and cooling systems.

Enthalpy controlled economizers shall be incorporated in the design of all air condition systems that must operate below 56 degrees F (13 degrees C) outdoor air temperature.

Miscellaneous Mechanical Systems: Provide a description of any special mechanical systems such as compressed air, vacuum, nitrogen etc., and explain the source of the medium providing over all system capacity calculations.

4.1.5 Electrical

Interior Distribution Systems

Electrical characteristics (phase, voltage and number of wires of circuits).

Breakdown of the estimated connected load to show:

Lighting and convenience outlet load.

b.

Power load for building equipment such as heating, air conditioning, etc.

c.

Loads for special operating equipment such as compressors, generators and pumps, and for power receptacles being provided to energize special equipment. Apply an appropriate demand factor to each computed total demand load.

3.

Type of wiring system, such as rigid conduit, electrical non-metallic tubing, non-metallic sheathed cable, etc., and location of proposed use. Use of NEC (National Electrical Code) is required.

Type of conductors, such as rubber insulated, thermoplastic insulated, polyvinyl chloride jacket, etc., and location of proposed use.

5.

A statement describing proposed pertinent standards of design, such as voltage drop, lighting fixtures, etc.

A determination (include calculations) of short circuit duty required for all protective devices and switchgear.

Type of telephone, signal, fire alarm and lightning protection systems.

Exterior Distribution Systems

1.

Statement relative to the adequacy of the primary supply at the point of take-off. If primary source is inadequate, state measures proposed to correct the deficiency.

2.

Electrical characteristics of power supply to station, or portion involved, including circuit interrupting requirements and voltage regulation.

Estimate of total connected load and resulting kilowatt demand load by applying proper demand and diversity factors, if a group of loads is involved.

4.

Basis for selection of primary and/or secondary distribution voltage.

5.

Type of conductors such as copper or aluminum, and location of proposed use.

6.

A statement describing pertinent standards of design such as voltage drop, physical characteristics of overhead or underground circuits, type of lighting units and lighting intensities.

Type and adequacy of telephone, signal and fire alarm systems, including a statement as to space capacity in fire alarm circuit.

4.1.6 Fire Protection - Suppression Systems

A.

Make determination as to whether NFPA, Uniform Building Cods and/or U.S. Air Force regulations require a fire suppression system and clearly show any calculations associated with this determination.

B.

Describe hazard rating of occupancy and design density for hydraulic calculated systems.

C.

Describe type of automatic sprinkler system(s): Deluge, pre-action, wet or dry pipe system, water volume and pressure required.

For systems hydraulically designed, provide results of flow tests made on the water main near the point of connection.

Describe type and locations required for dry chemical.

4.1.7 Corrosion Control

The A/E shall identify the corrosion control requirements and cite the appropriate codes, U.S. Air Force regulations, for this purpose.

Define the type of corrosion control to be used for each case.

C.

The A/E shall address surface protection of materials subject to corrosion by, but not limited to environment, contained fluids or chemicals and galvanic action.

D.

In the case of cathodic protection, the A/E shall provide a statement of the systems required in accordance with industry and military standards. The following determination shall include:

Results of soil resistivity measurements when a buried steam line, P.O.L. line or other pipeline is required.

Variations in soil make-up.

Soil moisture content and normal seasonal variations.

Results of structure-to-soil potential measurements where protection is to be provided for existing underground structures or where buried test specimens are used for new installation.

Results of temporary cathodic protection tests, if any.

SECTION 5

DRAWINGS

5.1

GENERAL

Requirements for the preparation of drawings shall conform to directions and standards as set forth by the 39th CES/CECED and as given to the A/E. The use of these standards is mandatory. All drawings and notes shall be in both the English and Turkish languages.

5.2

PREPARATION OF DRAWINGS AND REPORTS

All drawings shall be done in AutoCAD 2008, in compliance with Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE) and shall be provided on CD by the A/E. Title blocks shall be of the applicable 39th CES/CECED standard format for the project site. Generally, A2 paper shall be used for all designs. A1 paper can be used only for large areas, with approval of 39CES/CECED. All information added to the title sheet and title blocks shall use standard AutoCAD fonts. Usage of Turkish fonts or non-standard fonts should be avoided. All line works shall be neat and conform to standard professional drafting techniques for line weight, etc.

All studies, calculations and analysis submitted in brochure form, shall be printed on letter size paper and shall be bound in spiral or 2-ring binders. Various studies, etc., may be bound in a single binder if they are separated by section markers. All sheets shall be numbered.

5.3
