About this opportunity
The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) is planning to solicit a Multiple Award Construction Contract (MACC) for sustainment, restoration, and modernization (SRM) projects at Naval Air Station Sigonella and related facilities in Italy. The contract will cover a wide range of construction activities including alteration, demolition, repair, and new construction for various facility types, with a focus on full and open competition using two-phase design-bid selection procedures. The solicitation will utilize FAR Subpart 36.3 guidelines and will select one or more contractors through a comprehensive evaluation process that will be detailed in the upcoming solicitation document. Interested contractors should be prepared to submit comprehensive proposals that demonstrate capabilities in design-build and design-bid-build project execution. The deadline for response to the actual solicitation is May 8, 2025, though this pre-solicitation notice is purely informational and does not constitute a formal request for proposals.
The contract is not set aside for any specific category of business and will be open to competitive bidding across the commercial and institutional building construction sector. The Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract will have a maximum total capacity of $150 million, with individual task orders expected to range between $500,000 and $5 million. The ordering period will consist of a one-year base contract with four additional one-year option periods, providing potential contractors with a substantial opportunity for sustained engagement. Contractors will need to access the Procurement Integrated Enterprise Environment (PIEE) solicitation module to view detailed solicitation documents when they become available. The geographic scope covers NAS Sigonella, Augusta Bay NATO Pier, and Naval Radio Transmitter Facility Niscemi, offering a comprehensive range of potential construction and renovation projects for qualified contractors.

Projects will be executed via issuance of firm fixed price (FFP) Task Orders (TO) for either Design-Build or Design-Bid-Build effort, or a combination of both. The ordering period will comprise a one-year base and four (4) one-year option periods. The maximum total capacity of the combined Multiple Award Construction Contract (MACC) IDIQ is anticipated to be $150 million. Resulting TOs are anticipated to range in price between $500,000 and $5 million.
