About this opportunity

The Department of the Air Force Air Combat Command, specifically the 28th Contracting Squadron at Ellsworth Air Force Base in South Dakota, published this Limited/Sole Source Justification Notice on April 21, 2026, to provide public availability of a justification and approval for a $95 million ceiling increase to an existing Multiple Award Construction Contract (MACC) 5.0 Multiple Award Program (IDIQ). The contract supports maintenance and modernization of miscellaneous buildings at Ellsworth AFB, with work accelerated by the B-21 Raider bed-down and Air Force-wide facility modernization initiatives directed by the Air Force Civil Engineer Center. The five incumbent awardees—All American Contracting Solutions, DPEC RCS Joint Venture, LaCreek Development Corporation, OK2 Construction, and QSJV LLC—were awarded on a sole-source basis on April 20, 2026, as they possess unique, non-transferable knowledge of the complex and interrelated construction projects at the installation. The justification was made under 10 U.S.C. 3204(a)(1), authorizing sole-source awards when only one responsible source can satisfy agency requirements, with the rationale citing that over 75 percent of the original ten-year, $95 million ceiling was consumed in less than five years. This action represents a temporary bridge measure, with a new competitively awarded follow-on MACC targeted for Fiscal Year 2028.
