About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document approving a ceiling increase to an existing Multiple Award Construction Contract (MACC) 5.0 Multiple Award Program (MAP).

The contracting activity is the 28th Contracting Squadron at Ellsworth Air Force Base, South Dakota (AFGSC). The justification approves a $95 million ceiling increase to the existing MACC 5.0 MAP, which was originally established with a ten-year ordering period and a $95 million ceiling based on historical construction data from 2016-2020. The five incumbent awardees on the contract are All American Contracting Solutions, DPEC RCS Joint Venture, LaCreek Development Corporation, OK2 Construction, and OSJI. This action limits all work under the subsequent ceiling increase to these five existing awardees on a sole-source basis. The justification is made on an individual basis to each awardee and is justified under 10 U.S.C. 3204(a)(1), which permits sole-source awards when only one responsible source can satisfy agency requirements.

The ceiling increase is necessitated by unforeseen acceleration in the scope and complexity of mission requirements resulting from the B-21 Raider bed-down at Ellsworth AFB and a strategic Air Force-wide emphasis on facility modernization directed by the Air Force Civil Engineer Center (AFCEC). Over 75 percent of the original ten-year ceiling has been consumed in less than five years. The government acknowledges this is a temporary bridge measure, with a new competitively awarded follow-on MACC targeted for Fiscal Year 2028. The justification emphasizes that the five incumbent contractors possess unique, non-transferable understanding of the complex, ongoing, and interrelated construction and modernization projects at Ellsworth AFB and can immediately execute expanded requirements without substantial learning curve or performance risk that a new contractor would face. The document was signed and approved on March 26-27, 2026, by the Contracting Officer, Technical and Requirements Personnel, Legal Review, Chief of the Contracting Office, and Competition & Commercial Advocate.
