About this opportunity

The National Institute of Standards and Technology (NIST) is seeking architect-engineer (A-E) professional services for design, renovation, and maintenance of NIST-owned properties located in Colorado and Hawaii. Services will encompass a comprehensive range of capabilities including architectural, structural, mechanical, electrical, civil, fire protection, security systems, geotechnical, and landscape architecture services for approximately 30 buildings totaling 650,000 square feet. Key requirements include that all design professionals must be appropriately licensed, registered, or certified in their respective disciplines, with at least one LEED-accredited professional required on the team. The procurement will utilize an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure with task orders negotiated on an hourly labor rate basis, with most contract line items issued on a firm fixed price basis. Interested vendors must submit a 10-page response document by January 16, 2026, demonstrating their company capabilities, past performance on federal research facility projects, compliance with security requirements, sustainability initiatives, and technical expertise in Building Information Modeling and complex systems integration.

This pre-solicitation notice represents a market research and sources sought effort, with a formal competitive solicitation anticipated to begin July 1, 2026, featuring a base contract period of one year plus four optional one-year renewal periods. No set-aside designations have been applied to this procurement, making it open to all qualified contractors. The contract scope anticipates an estimated work composition of 70 percent Mechanical, Electrical, and Plumbing (MEP) services as the prime discipline, 20 percent Architectural services, and 10 percent Civil-Structural services, with the prime contractor required to perform at least 51 percent of work in-house. The NIST facilities include scientific research laboratories, clean rooms, warehouses, machine shops, administrative offices, utility systems, roads, bridges, and recreational facilities that require specialized expertise in handling 24/7 operational environments. While no specific contract value has been disclosed in this pre-solicitation notice, the scope encompasses Title I, II, and III level services across a substantial portfolio of federal research infrastructure spanning two geographic locations.
