About this opportunity

The United States Department of Agriculture Agricultural Research Service (USDA-ARS) is soliciting quotations for multiparameter sensors (MPS) through Request for Quotation (RFQ) 1232SA26Q0127 to support the Sustainable Biofuels and Co-products research unit at the Eastern Regional Research Center. These sensors must provide real-time monitoring of biomass (backscattered), dissolved oxygen, and fluorescence in small-scale incubator shake flask experiments and must include DOTS software compatible with Windows 10 or newer versions. The equipment must be equivalent to SBI Scientific Bioprocessing multiparameter sensors with all necessary operational components. Evaluation will be conducted using comparative analysis methodology based on relevant experience, past performance (with five references from the preceding five years required), and technical capability, with one award anticipated on a firm-fixed price basis. Critical deadlines include March 10, 2026, at 10:00 AM EST for submission of technical questions to tucker.davis@usda.gov, and March 12, 2026, at 1:00 PM EST for submission of completed quotations and Past Performance Questionnaires.

This is a Total Small Business Set-Aside with a small business size standard of 1,000 employees, meaning only small business concerns are eligible to compete for this contract. The procurement specifies delivery of six complete multiparameter sensor systems, including six biomass licenses, six dissolved oxygen licenses, six multiparameter sensors, one 5-meter active USB extension cable, and thirty dissolved oxygen sensor pills, with compatibility required for New Brunswick Scientific Innova 44 shaking incubators and 250 mL shake flask adapters. The period of performance runs from March 31, 2026, to March 31, 2027, with F.O.B. destination delivery required to the USDA-ARS-ERRC facility at 600 E. Mermaid Lane, Wyndmoor, PA 19038 (located in Erdenheim, PA). Offerors must hold prices firm for 60 calendar days from the offer receipt date, and the contract incorporates multiple Federal Acquisition Regulation clauses including Buy American provisions, security requirements, and DEI compliance certifications. Technical inquiries should be directed to Valerie Garcia Negron at valerie.garcainegron@usda.gov or (215) 233-6753.
