What: Pre-Proposal Conference for the Multimodal Transportation Requirement
When: 10 Apr 12 (8:30AM to 10:30AM CDT)
Where: Global Reach Planning Center (Building 1907)
USTRANSCOM will host the Multimodal Pre-Proposal conference on 10 April 12, from 8:30AM to 10:30AM at Scott AFB, IL in the Global Reach Planning Center. Individual carrier meetings will be held as requested for potential prime contractors (CRAF/VISA carriers) and will begin at 12:30PM. If you would like to request a specific time for your individual meeting, this should be stated in your e-mail along with the attendees. We will try to accommodate all requests.
Names of attendees must be submitted to Krissy Schneider (krissy.schneider@ustranscom.mil) and Emily Tift (emily.tift@ustranscom.mil) via e-mail no later than 4 April 12 in order to facilitate a base pass.

USTRANSCOM will host the Multimodal Pre-Proposal conference on 10 April 12, from 8:30AM to 10:30AM at Scott AFB, IL in the Airlifter's Hall Conference Room. Due to the room capacity, seating is limited to two (2) individuals per carrier. Individual carrier meetings will be held as requested for potential prime contractors (CRAF/VISA carriers) and will begin at 12:30PM. If you would like to request a specific time for your individual meeting, this should be stated in your e-mail along with the attendees. We will try to accommodate all requests.

As Solicitation HTC711-12-R-R003 is still in draft and changes are being made, request any comments/questions be submitted via email prior to the date of the Pre-Solicitation Conference (15 Feb 12). Please submit any comments/questions to emily.tift@ustranscom.mil, pamela.hall@ustranscom.mil, and krissy.schneider@ustranscom.mil.
Also request the names, email addresses, and phone numbers of all attendees to the Pre-Solicitation Conference be submitted. This will allow attendees to obtain a visitor's pass on the date of the conference. Please submit this information to emily.tift@ustranscom.mil.

The purpose of this synopsis is to notify interested parties the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide multimodal transportation services. USTRANSCOM is pursuing the acquisition of international transportation services to move cargo via multiple modes to include airlift, sealift, and line haul to/from multiple locations globally. The contractor will provide all modes of transportation, personnel, equipment, tools, material, maintenance, supervision, ground transportation, unloading and loading capability for breakbulk, rolling stock, and containers to transport DoD cargo globally. The contractor will be required to coordinate all activities with the host nation to ensure duty-free customs clearance, transit and landing rights.
This will be a best value source selection award. The Government intends to make multiple IDIQ contract awards. Awards will be made to approved VISA and CRAF carriers. The Government will review each offeror's proposal against the following criteria: Business Proposal, Operational Plan, Technical Proposal, Past Performance, Small Business Subcontracting Plan, and Pricing Proposal. The draft Request for Proposal will be posted on Federal Business Opportunities (FBO.gov) on or about 31 Jan 12.
A pre-solicitation conference will be held at the Global Reach Planning Center, Bldg 1907, at Scott AFB, IL 62225, 15 Feb 12. There will be a briefing on the contracting process and requirements, followed by a question and answer session.
