Current as of 13 Feb 12 Movement Conops: Pure Commercial door to door transportation 35 locations within Afghanistan with ability to add other locations globally Carrier will retain sole responsibility from origin to destination Carrier will be responsible for loading/unloading all conveyances Utilize carrier assets to configure cargo for airlift, i.e pallets, chains, etc… Coordinate all diplomatic clearance, port and airfield access requirements
Cargo Options:
Two-way transportation, various types of containers, break-bulk and rolling stock Initially, non-lethal cargo Sustainment, retrograde
ITV Requirements:
Electronic Data Interchange (EDI) or IBS Ocean Carrier Interface (OCI) module (or successor system) as the primary means for interfacing with SDDC for all bookings

Current as of 13 Feb 12 The contractor shall provide all personnel, training, supervision, equipment, Prior Permission Requests (PPRs), Diplomatic Clearances (DIPS), and customs clearances procedures necessary to perform international commercial door-to-door and/or port-to-door transportation services to move DOD and other US Government approved cargo
Multiple modes (i.e. airlift, sealift, linehaul) of transportation may be used to move cargo to/from multiple zones globally
Cargo may consist of containers, breakbulk , rolling stock, tricons and quadcons. No commercial flatracks and open top containers Delivery Notification and Receipt Required Customs Clearance Rerouting of Cargo Spotted Containers must comply with applicable standards Reports Safety and Audit Oversight Program
Performance Work Statement (Cont’d)
Performance assessments will be prepared monthly Performance Objectives 1 and 2 below represent one container or piece of cargo as booked Performance Measure:
Cargo shall be delivered not later than the Required Delivery Date (RDD) as accepted in the booking Weighting = .75
2. Contractor shall provide to the U.S. Government an accurate EDI transaction set within 24 hours of the event Weighting = .25

Part III, Technical Proposal Subfactor 1 – Transit Time. Verification of ability to meet transit times for each zone-pair listed in Attachment 4 Subfactor 2 – Electronic Data Interchange (EDI) Capability Approach to providing mandatory EDI requirements Subfactor 3 – Safety and Audit Oversight Plan Complete and submit a realistic safety and audit oversight plan on all subcontracted foreign air carriers.

Part VI, Pricing Proposal To be eligible for award, offerors must propose a Not-To-Exceed (NTE) all-inclusive U.S. Dollar price-per-pound rate for all zone-pair combination.
Estimated weights will be provided for the zone-pairs
Offerors shall only complete the pricing matrix for the base year
Option year prices shall be adjusted according to the Economic Price Adjustment

Part VI, Pricing Proposal - VISA Minimum Commitment U.S. flag vessels operated by a VISA "Participant" with a current, minimum commitment of its U.S. flag vessel capacity to Stages I, II and III of VISA
Jones Act capacity (capacity exclusively engaged in the domestic trades) to Stage III of VISA
Remainder of its U.S. flag vessel capacity to Stages I, II and III of VISA or offer a long-term charter to DoD of its U.S. flag vessel capacity to Stage III of VISA

Part VI, Pricing Proposal - CRAF For any proposed NTE rates including air carriage, offeror's price proposal shall be based on and include prices of CRAF participants
In locations where FAA regulations restrict U.S. Flag access to airfields, or technical requirements require aircraft not available by US flagged carriers, offeror's price proposal shall be based on and include prices of CRAF participant subcontracting to a non-CRAF carrier for actual carriage

Source Selection Procedures
Best Value source selection procedures will be utilized in accordance with FAR 15.101, DFARS 215.101 and DoD Source Selection Procedures.
To receive an IDIQ award, offerors must Be deemed responsible IAW FAR Part 9 Conform to all required terms and conditions Be a participant in the CRAF or VISA program Represent a best value to the Government, price and other factors considered

In order to determine the Total Evaluated Price for evaluation and award purposes, the Government will multiply the offerors’ proposed Not-To-Exceed (NTE) zone-pair price-per-lb rates for the zone-pairs by the respective estimated volumes in Attachment 4, tab Weight Estimates, for the base year

Part VI, Price Unit prices shall be adjusted for each option year, to include the estimated volumes for the six-month extension of services option The adjustment shall be based on the GII Pricing and Purchasing Industry Forecasting for North American Industrial Classification System (NAICS) codes as follows:
