About this opportunity
The Naval Facilities Engineering Command is seeking a contractor to provide comprehensive multimedia environmental compliance services with an emphasis on fuel storage tanks and spill management, air quality and Clean Air Act compliance, and hazardous waste and materials handling. The contractor must also be capable of delivering additional services including stormwater management, drinking water and wastewater compliance, environmental management systems, environmental planning, natural and biological resources support, and cultural resources services for installations in the Washington, DC Area of Responsibility and US Territories. The procurement will be structured as an Indefinite-Delivery/Indefinite Quantity (IDIQ) contract executed through firm-fixed price task orders and will be competitively procured under FAR Part 15 negotiation procedures. Evaluation criteria will assess offerors' qualifications and capabilities across the full range of multimedia environmental compliance services, with particular attention to demonstrated expertise in the primary service areas. The pre-solicitation notice was posted on November 17, 2025, with a sources sought notice having been previously published on June 30, 2025 and updated on August 1, 2025. The deadline for submission of proposals is January 6, 2026.
This procurement is designated as a Total Small Business Set-Aside, limiting competition to small businesses with revenues not exceeding the $19 million size standard established for NAICS Code 541620 (Environmental Consulting Services). The market research and sources sought process specifically evaluated qualified small businesses, including service-disabled veteran-owned small businesses (SDVOSB), HUB-Zone certified firms, 8(a) program participants, women-owned small businesses (WOSB), and economically disadvantaged women-owned small businesses (EDWOSB), all of which are eligible to compete. No incumbent contractor or budget range is identified in the pre-solicitation notice. The NAVFAC Washington small business office has concurred with the determination to set aside this procurement for small businesses. This IDIQ contract structure allows for flexible task order issuance to address the Navy's ongoing environmental compliance needs across multiple installations and locations.
