About this opportunity

The Naval Information Warfare Systems Command (NAVWAR) is seeking proposals for the production of Multifunctional Information Distribution System (MIDS) Low Volume Terminals (LVT), including spares, Block Upgrade 2 (BU2) retrofits, and associated engineering services. This full and open competitive procurement will result in one or more Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a five-year ordering period. The solicitation targets manufacturers and service providers in the radio and wireless communications equipment manufacturing sector, specifically those with capabilities in communication and detection technologies. While specific evaluation criteria are not detailed in the pre-solicitation notice, the procurement appears to focus on technical capability, production capacity, and engineering expertise in military communication systems. The proposal response is due by May 13, 2025, providing potential vendors approximately one month to prepare and submit their comprehensive proposals.

The pre-solicitation notice indicates no specific small business or disadvantaged business set-aside provisions, suggesting the competition is open to all qualified vendors. The contract is categorized under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a Product Service Code (PSC) of 58 for Communication, Detection, and Coherent Radiation equipment. Although specific contract value ranges are not disclosed, the IDIQ structure and five-year ordering period suggest a potentially substantial long-term procurement opportunity. The scope of work implies a complex technical requirement involving terminal production, spare parts management, system upgrades, and repair services for advanced military communication infrastructure. Interested contractors should carefully review the upcoming full Request for Proposal (RFP) to understand the complete technical and contractual requirements of this Department of the Navy procurement.
