About this opportunity

The Naval Information Warfare Systems Command (NAVWAR) is seeking proposals for the production of Multifunctional Information Distribution System (MIDS) Low Volume Terminals (LVT), associated spares, Block Upgrade 2 (BU2) retrofits, and related engineering services including repairs. This is a full and open competitive solicitation for potentially multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The procurement falls under the Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing NAICS category, specifically targeting communication and detection equipment. The solicitation was posted on April 9, 2025, with proposals due by June 9, 2025, providing interested contractors approximately two months to prepare and submit their responses. Contractors will need to demonstrate capabilities in manufacturing advanced communication terminals and providing comprehensive engineering support services.

The solicitation does not indicate any specific set-aside designations, meaning all qualified vendors can compete for the contract. The contract will include a five-year ordering period, suggesting a substantial and potentially long-term commitment from the Department of the Navy. While specific award values are not disclosed, the comprehensive nature of the solicitation—covering terminal production, spares, retrofits, and engineering services—implies a significant potential contract value. The procurement is specifically focused on communication equipment for defense applications, targeting manufacturers with specialized capabilities in wireless communications equipment. The place of performance and specific quantity of terminals are not explicitly detailed in the solicitation, which is typical of IDIQ contract structures that allow flexibility in future ordering.
