About this opportunity

The Federal Emergency Management Agency (FEMA) Region 4 is conducting a Request for Information (RFI) for the Multifamily Lease and Repair (MLR) program under disaster declaration DR-4860-KY to provide temporary housing assistance for individuals displaced by severe storms, straight-line winds, flooding, landslides, and mudslides in Kentucky. FEMA seeks to repair or make improvements to existing multifamily rental properties with two or more units in 14 specified Kentucky counties including Breathitt, Clay, Estill, Floyd, Harlan, Johnson, Knott, Lee, Leslie, Letcher, Martin, Owsley, Perry, and Pike counties. Properties must be repairable within four months and cannot be located in floodways, with contractors required to provide comprehensive repairs, furnishing, and property management services to meet HUD quality standards and local building codes. Evaluation criteria include the number of units, accessibility features, repair cost estimates, construction year, and proximity to community services. Capability statements must be submitted via email to FEMA-DR4860KY-MLR-RFI@fema.dhs.gov by 3:00 PM ET on August 23, 2025, with an industry day webinar scheduled for August 11, 2025.

This procurement does not utilize any set-aside designations and encourages small business participation under NAICS code 531110. No incumbent contractors or potential award values are specified in the RFI documentation. The temporary housing assistance program will provide lease terms of up to 18 months, specifically from February 25, 2025, to August 24, 2026, with potential extensions available. FEMA will establish rental rates at HUD Fair Market Rent levels and requires contractors to provide fully furnished units with comprehensive living kits and household items. The program targets a wide variety of housing options across all declared counties, including corporate apartments, vacation rentals, and second homes that meet HUD habitability standards. Contractors will be responsible for ongoing property management, maintenance services, and coordination with FEMA throughout the duration of the temporary housing placement period.
